On September 5th, the Chairman of the People's Committee of Khanh Hoa province issued Decision No. 1925/QD-UBND on the establishment of a working group and assignment of areas of responsibility to implement measures to prevent and control Typhoon No. 13 (Typhoon Kalmaegi).

The task force, headed by the Chairman, Vice-Chairmen of the Provincial People's Committee, and the Deputy Heads of the Provincial Civil Defense Command, is assigned very specific tasks to ensure absolute safety of people and property, especially in areas related to agriculture and essential infrastructure.
First and foremost, the task force must directly monitor and direct disaster prevention and control efforts in the localities under its responsibility. Specifically, it must regularly organize inspections and supervision of the implementation of disaster response plans, ensuring the safety of people, infrastructure, and production activities before, during, and after the rainy and stormy season.
In addition, control maritime and coastal vessels by reviewing and handling ships (including ferries on rivers and seas) in dangerous areas, while guiding them to safe shelters, avoiding areas affected by storms, and reviewing safety plans for industrial activities, hydroelectric dams, and power systems to minimize damage from natural disasters. Also, ensure the supply of goods, proactively inspect and control the market, preventing shortages of essential goods or unreasonable price increases.
At the same time, they are responsible for coordinating with relevant forces to quickly deploy response and search and rescue operations in case of adverse situations. They must also mobilize forces and resources to support the evacuation of residents, maintain order, and respond to landslides, flash floods, and mudslides. Furthermore, they must develop contingency plans and ensure uninterrupted communication from the provincial level to the commune and village levels in all situations.
In addition, they are responsible for directing and ensuring the safety of students, equipment, and infrastructure in the education sector, preventing disruptions to learning and examinations, and providing safety guidance for tourists and tourism activities in the sea, islands, and coastal areas.
