Many opinions do not agree with the proposal to increase the retirement age.

On November 5, during a discussion on the sidelines of the National Assembly regarding the proposal to increase the retirement age to 65 to achieve the double-digit growth target proposed by Professor Nguyen Thien Nhan (former Secretary of the Ho Chi Minh City Party Committee) at the National Assembly earlier, many delegates expressed disagreement. At the same time, they said that it is necessary to carefully study and comprehensively evaluate the far-reaching impacts and influences on society if this proposal is implemented.

According to delegate Nguyen Thi Viet Nga (Hai Phong), Professor Nguyen Thien Nhan's proposal to increase the retirement age to 65 comes from the calculation to increase labor productivity, increase national resources and fight against population aging. This is also a proposal that needs to be studied and considered comprehensively. However, to increase labor productivity, take advantage of the working experience of older cadres or solve the population aging problem, we have many solutions, not necessarily increasing the retirement age. We can create job opportunities for the elderly by creating mechanisms and policies so that after retirement, the elderly who are healthy and dedicated to their careers can still work voluntarily without being bound by any regulations.

According to the delegate, recently, we have increased the retirement age to 60 for women and 62 for men. However, this increase in retirement age has not necessarily received high consensus from the majority of workers. In reality, each field and each profession has different characteristics, and the level of hardship is also different. Workers in heavy-duty fields want to retire early when they have completed their social insurance responsibilities. However, when implementing the policy of increasing the retirement age, these people feel disappointed because they have to continue working for a number of years while they should have been able to retire according to the old regulations, enjoying retirement benefits after many years of hard work. Thus, increasing the retirement age has not necessarily met the wishes of all wage earners.

In addition, the delegate said that a very important issue is that if the retirement age is increased, it will have a huge impact on the social security policies that we are implementing such as: policies for the elderly, pension funds, social insurance funds... and more importantly, it will create huge pressure on job opportunities for young people. The older generation of cadres staying to work for another 3 years also means that the younger generation of cadres will lose the opportunity to be recruited, skipping the golden period of working age, the period when workers are most energetic and enthusiastic. This will have a huge impact on the next generation, creating certain difficulties and obstacles in the development process. Therefore, we must be very careful, research and carefully evaluate the impacts that may be caused if this proposal is implemented.

Sharing the same view, delegate Pham Van Hoa ( Dong Thap delegation) said that increasing the retirement age is an extremely large policy and will have a profound impact on all aspects of life and society. It takes a lot of time to evaluate to ensure the interests of all relevant parties, including the State and workers. Among workers, there are also many who do not want to extend their working time because they are tired after many years of work. They want to spend the remaining time with their families while they are still in good health. They do not want to have their insurance deducted when they have completed their insurance obligations. On the State side, the State also does not want to have to pay a large additional expense while having to change a series of other policies.

The delegate emphasized that we have recently increased the retirement age and have specific regulations for each case of extended working age such as scientists , workers in specific professional fields... This policy has met the inevitable needs in the development process of the country, allowing those with real capacity and many years of experience in the field of work to choose and decide whether to continue working or not based on their abilities and conditions. Thus, this policy has partly replaced the increase in retirement age. Instead of increasing the retirement age for all wage earners, some people have the right to choose whether to continue working or not and this is completely voluntary. Thus, increasing the retirement age as proposed is not necessary at the present time.

According to delegate Nguyen Quang Huan ( Ho Chi Minh City), the proposal to increase the retirement age should also be considered, but there needs to be a roadmap and agencies to assess and evaluate objectively and comprehensively. Reality shows that in Vietnam, the quality of life has increased a lot, the average life expectancy has also increased, so the number of people over 60 years old is still very healthy, alert, and meets the requirements of the work they have done. If the retirement age is increased, it will reduce the waste of labor from this group.

In the world, countries with high population aging rates have had to import workers to solve labor shortages. Therefore, increasing the retirement age also needs to be considered, but it must ensure that the factors interact and there must be specialized agencies and organizations with the expertise and skills to conduct multi-dimensional research and evaluation or poll workers' opinions, thereby synthesizing opinions before making a final decision.
