The Ministry of Construction will decide the maximum price of domestic economy class air tickets.

On the morning of November 3, Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented the draft Law on amending and supplementing a number of articles of the Law on Prices.

In the aviation sector, the draft Law proposes that the Ministry of Construction set maximum prices for regular domestic air passenger transport services in basic economy class.

For the service of renting official private aircraft and cabins (taking into account the reserve aircraft factor) using the State budget, the draft Law proposes that the Ministry of Finance set the maximum price and the Ministry of Construction set the specific price.

The Ministry of Construction sets a price framework for aircraft parking lot rental services, passenger check-in counter rental services; baggage conveyor rental services; boarding and disembarking bridge rental services; full-package ground commercial technical services at airports; and automatic baggage sorting services;

Aviation fuel filling services; services using underground fuel filling system infrastructure to supply fuel at airports; airport service concessions including concession services: passenger terminals, terminals, warehouses, ground commercial technical services; repair and maintenance of aviation equipment, supply of aviation fuel, maintenance of aircraft, aircraft engines, aircraft propellers and aircraft equipment in Vietnam.

Regarding aircraft take-off and landing services; departure and arrival flight management services; flight management services through flight information regions managed by Vietnam; and passenger services at airports, the Ministry of Construction will set specific prices.

In the field of vehicle inspection, Minister Nguyen Van Thang said that the draft Law amends the name of the group of vehicle inspection services under the pricing authority of the Ministry of Construction in the direction of removing from the list types of services that are not essential services, highly socialized with the participation of private inspection organizations or foreign inspection organizations allowed to participate in providing services in Vietnam.

Specifically, the draft Law stipulates that the Ministry of Construction sets the maximum price for inspection services, exempts first-time inspection for motor vehicles, specialized motorbikes, and certifies modified motor vehicles and specialized motorbikes.

Regarding the housing sector, the draft Law amends and supplements the names of items in the Housing group within the scope of State pricing according to the provisions of the law on housing to synchronize with the Law on Public Property and the Law on Housing.

Specifically, for public housing, social housing belonging to public assets; apartment building management and operation services for state-owned apartment buildings in the area; housing and other services within the scope of State pricing according to the provisions of the law on housing, according to the draft Law, they will be implemented according to the provisions of the law on housing.

In addition, the draft Law also adds infrastructure services for industrial parks, economic zones, concentrated digital technology zones, high-tech zones and industrial clusters invested from the state budget to the list of goods and services priced by the State and the pricing authority is determined by the People's Committee at the provincial level.

This is to resolve the difficulties of some localities in the process of collecting fees for using this service and because this is a service associated with a specific infrastructure area, there is no competition so it meets the criteria of goods and services priced by the State.

Also this morning, the National Assembly heard a report on the review of the Law amending and supplementing a number of articles of the Law on Public Debt Management.

Minister of Finance Nguyen Van Thang presented a report, stating that the draft Law amends and supplements the content of 23/63 articles, of which 17/63 articles are amended and supplemented and a number of regulations are abolished.

To decentralize and delegate power, associated with streamlining the organizational apparatus and improving governance efficiency, the draft law stipulates the empowerment of the Prime Minister and the Ministry of Finance in a number of debt management tasks, enhancing the initiative and self-responsibility of local authorities in deciding and using the budget.

The draft law completes the content related to the authority of the President, the Government and the Prime Minister on negotiating, signing, approving, ratifying and amending, supplementing and extending international treaties in the name of the State and in the name of the Government on ODA loans and foreign preferential loans.

Notably, the draft law is expected to assign the Government to provide detailed instructions in the Government's Decree guiding the implementation of the Law amending and supplementing a number of articles of the Law on Public Debt Management, in the direction of simplifying procedures and decentralizing power to the maximum extent permitted by the Constitution and current laws.

The draft law decentralizes the Prime Minister's approval of the loan limit for re-lending and the government guarantee limit linked to the approval of the annual public borrowing and debt repayment plan to shorten procedures.

At the same time, the Ministry of Finance is assigned to proactively manage and publish documents on the annual public debt borrowing and repayment plan to meet the public disclosure requirements according to international practices.

To decentralize and delegate power in conjunction with implementing the 2-level local government organization model, the draft law removes the regulation that provinces must seek approval from the Ministry of Finance on the conditions and terms of local government bonds (including volume, face value, currency, and maturity), and decentralizes to the provincial People's Committee to report to the provincial People's Council to approve the issuance project, ensuring that it is within the total loan amount approved by the National Assembly.

Regarding the content of cutting and simplifying procedures, the draft law proposes to add regulations requiring Ministries, Provincial People's Committees, City People's Committees, enterprises with 100% charter capital held by the State, and subsidiaries of enterprises with 100% charter capital held by the State to prepare proposals for ODA loans and foreign preferential loans and send them to the Ministry of Finance for evaluation and submission to the Prime Minister for approval as a basis for implementing investment procedures for programs and projects.

The draft law supplements regulations on the time limit for the Prime Minister to approve annual public borrowing and debt repayment plans to synchronously implement the State budget estimates, public investment plans, and annual borrowing and debt repayment plans when approved by competent authorities.
