Exemption and reduction of interest and fees for customers affected by storms and floods

On November 4, the State Bank of Vietnam issued a document requesting credit institutions, foreign bank branches (hereinafter referred to as credit institutions) and State Bank branches in Regions (1, 3, 4, 5, 6, 7, 8, 9, 12) to urgently deploy solutions to support customers in overcoming the consequences of natural disasters and floods.

Accordingly, for credit institutions, the State Bank requires reviewing and supporting branches and transaction offices in provinces and cities affected by storms No. 10, 11, 12 and post-storm floods to promptly overcome damage and restore operations to serve customers and people in the area.

Review and evaluate the production and business activities and debt repayment capacity of customers affected by storms and heavy rains and floods from July 2025 to October 2025, to promptly apply support measures and remove difficulties for customers: restructure debt repayment terms, waive and reduce interest and fees for customers affected according to current regulations; develop and implement credit programs and packages with interest rates lower than normal lending rates to restore production and business; reduce lending interest rates by 0.5% - 2%/year for 3-6 months for existing outstanding loans of customers affected by storms and floods; Carry out debt settlement for customers who have suffered loan losses according to the provisions of Decree 55/2015/ND-CP dated June 9, 2015 of the Government on credit policy for agricultural and rural development, amended and supplemented by Decree No. 116/2018/ND-CP dated September 7, 2018, Decree No. 156/2025/ND-CP dated June 16, 2025 and guiding documents of the State Bank.

Particularly for the Vietnam Bank for Social Policies, the State Bank requires full implementation of the assigned tasks in Resolution No. 347/NQ-CP dated October 24, 2025 of the Government on key tasks and solutions to urgently overcome the consequences of natural disasters after storm No. 11, quickly stabilize people's lives, promote production and business recovery, actively promote economic growth, and control inflation well.

For State Bank branches in Regions (1, 3, 4, 5, 6, 7, 8, 9, 12), the State Bank requests units to direct credit institutions in the area to urgently deploy support to remove difficulties for customers affected by storms and heavy rains and floods from July 2025 to October 2025 as stated in Point 1.2 of this Document.

Coordinate with local departments and branches to advise the People's Committees of provinces and cities to deploy solutions to support and remove difficulties for people affected by storms and heavy rains and floods from July 2025 to October 2025.

The State Bank requests the Chairman of the Board of Directors/Board of Members, General Directors of credit institutions and Directors of State Bank branches in the above-mentioned regions to promptly implement. During the implementation process, if difficulties or problems arise beyond their authority, credit institutions and State Bank branches in the regions must promptly report to the State Bank for consideration and handling.

State Bank branches in Regions (1, 3, 4, 5, 6, 7, 8, 9, 12) include the following provinces: Son La, Phu Tho, Lao Cai, Dien Bien, Lai Chau, Thai Nguyen, Cao Bang, Lang Son, Tuyen Quang, Bac Ninh, Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Hanoi, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Quang Ngai, Da Nang.
