3 months of implementing 2-level local government - View from Quang Ngai: Part 2: Identifying "bottlenecks" that need to be removed from the grassroots level

Many communes and wards have clearly identified the difficulties and challenges of outdated information technology infrastructure, thin and unqualified human resources; while some places have to process thousands of backlogged land records, the one-stop shop lacks basic machinery, many administrative software are faulty... On that basis, localities in Quang Ngai province have made many recommendations to remove "bottlenecks", ensuring the effective operation of the new model.

Land records "congested" due to lack of data synchronization

At Duc Pho Ward People's Committee, in the first 9 months of 2025, the Ward People's Committee has drastically implemented digital transformation tasks, building e-government, contributing to improving the effectiveness and efficiency of management and serving the people. Although digital transformation is assessed to have made many advances, it still faces many obstacles when the IT infrastructure is not synchronized, the communication about online services is not effective, while the level of technology application of people and businesses is still limited.

According to the Chairman of Duc Pho Ward People's Committee, Tran Ngoc Sang, the current situation is that the number of administrative procedure files for people related to land is arising a lot, while the internal administrative procedure settlement process is not unified, affecting the settlement of citizens' files. The land database is incomplete, the cadastral records established and stored over the periods are incomplete or lost, and there is no system, leading to many difficulties in confirming the origin of the land to serve the process of settling the application for the first land use right certificate.

“The arrangement of two-level local government in the initial stage encountered many difficulties and obstacles, requiring time to resolve and handle so that activities and work can gradually stabilize and maximize efficiency. The workload is increasing, with increasingly high requirements for quality of resolution, but the number of staff at agencies and units is still limited, so work handling is sometimes slow, not meeting the requirements,” the Chairman of Duc Pho Ward People's Committee acknowledged.

According to the report of the People's Committee of Nguyen Nghiem Ward, the locality also encountered many difficulties in the first issuance of land use right certificates due to the complicated origin of the land, lack of uniformity in legal documents and easy disputes. In addition, incomplete land records over the periods and loose management of public land made the appraisal and issuance of certificates difficult, easily leading to the situation of public land being converted into private land, causing loss of State assets.

In Tra Cau ward, according to the reflection, the current workload of the commune-level government is very large, however, the number of cadres and civil servants of agencies, organizations and units under the ward is limited, professional qualifications and quality are not uniform, leading to many cases of having to hold multiple positions, affecting the results of performing assigned tasks. In addition, some specialized software systems of ministries and branches are not operating stably, errors often occur, and the lack of synchronization between the National Public Service Portal and the Administrative Procedure Information System has caused local interruptions in the reception and processing of records on the software. The volume of paper records is large, while data entry is still mainly done manually, posing a risk of errors and prolonging the time for processing administrative procedures.

Sa Huynh Ward also faced many difficulties when the workload increased sharply after the merger, while some fields such as cultivation, veterinary medicine, environment, and minerals did not have specialized civil servants... The process of processing land records was still inadequate because the one-stop system did not have a configuration to connect data with the Land Registration Office, forcing many records to be temporarily suspended.

Proposal to add competent staff to commune/ward level

Based on the practice after more than three months of implementing the 2-level local government model, the People's Committee of Tra Cau Ward requested competent authorities to study and consider allowing additional staffing at the commune level to meet the current workload; ensuring that cadres and civil servants do not hold multiple jobs, affecting the progress and quality of work consultation. Strengthening the organization of professional and technical training for cadres and civil servants at the commune level after the reorganization; updating and issuing specific instructions suitable for the activities of 2-level local governments.

The ward also proposed to soon upgrade the province's office document processing software and connect software to better serve the document processing of officials and civil servants. Promote digital transformation, sharing and synchronizing data between local authorities at 2 levels so that the People's Committee at the commune level has full data to serve the people and businesses. Coordinate technical support in the review process, advise on solutions to improve information technology infrastructure at the commune level; coordinate with relevant agencies and units to review and fix technical errors arising in the process of operating software to handle administrative procedures at the commune level.

Chairman of the People's Committee of Sa Huynh Ward Nguyen Viet Thanh proposed that the competent authority study and consider allowing the arrangement of additional specialized staff, suitable for the job position, for the departments, offices and units at the commune level to meet the current workload. Along with that, strengthen the organization of professional and technical training for commune-level officials and civil servants after the arrangement. Promote digital transformation, sharing and synchronizing data between the two local authorities so that the People's Committee of the ward has full data to serve the people and businesses.
