Improving the business environment promotes economic development

The Government strives for national economic growth of 8.3% or more by 2025, and localities strive for double-digit growth. To achieve the above goals, improving the business environment, accompanying and supporting enterprises to overcome difficulties, and promoting production and business must be considered key tasks.

Thanks to the efforts of the State and the business community, many positive and optimistic signals of the Vietnamese economy have been highly appreciated by the world, serving as a basis for striving to promote economic growth this year and the following years.

Many positive signals

Resolution 68 of the Politburo on private economic development identifies this as the most important pillar in the country's economic development. After nearly 6 months of issuing Resolution 68, there has been a very positive change, a significant change in the thinking and awareness of the whole society from the Central to local levels, associations, people and the business community itself, business households about private economic development; the spirit of entrepreneurship has been promoted and spread strongly in society.

According to the Ministry of Finance, after 10 months of 2025, the whole country has nearly 262 thousand newly registered enterprises and returned to operation, an increase of nearly 30% over the same period in 2024 with total additional capital to the economy estimated at more than 5.1 million billion VND, an increase of nearly 99% over the same period in 2024.

The number of newly established and resuming businesses and households has increased sharply. As of October 24, 2025, the country has had over 1 million businesses operating in the economy. In Dong Nai, over the past time, overcoming difficulties and obstacles, the economy has still had positive growth steps. In the third quarter of 2025 alone, the GRDP growth rate reached 10.18%, ranking 3rd in the country, creating a premise for high growth in the last quarter of the year and striving to reach double digits for the whole year.

According to the business community in the province, although there are still many difficulties and challenges; natural disasters, complicated epidemics, and world political conflicts have also strongly affected production and business, confidence in growth and in the market has still improved. A survey by Dong Nai Statistics shows that in the fourth quarter of 2025, up to 34.26% of enterprises in the province forecast that production and business will increase and only 12.81% of enterprises assess that production and business will decrease compared to the previous quarter. Industrial production in the area continues to grow, many enterprises continue to expand production, innovate production technology processes to adapt to actual conditions, expand export markets and accelerate to consume products in the domestic market in the last months of the year.

Efforts to accompany businesses

Along with other localities in the country, Dong Nai has just experienced important historical events. The new Dong Nai province is currently ranked 4th in the country in economic development and has great potential for development. Key infrastructure projects of the Central and local governments are accelerating implementation and putting into operation by the end of the year; a series of other projects have been started; attracting foreign investment and domestic investment is also increasing. The number of enterprises entering the market has grown well, demonstrating an improvement in the investment and business environment in
local.

Dong Nai also identified administrative procedure reform as a key task, closely linked to the orientation of sustainable, green development and growth model innovation. The province has synchronously deployed many solutions to improve the effectiveness and efficiency of state management, taking people and businesses as the center of service. The province has been promoting decentralization and delegation of power associated with accountability; perfecting digital infrastructure; enhancing training of cadres and civil servants; at the same time, expanding cooperation and sharing of data with other ministries, branches and localities, to further improve service quality, towards a transparent, effective, sustainable and highly competitive investment environment in the region and the whole country.

According to Chairman of Dong Nai Young Entrepreneurs Association Dang Quoc Nghi, the business community believes in the future development of the locality as well as the country. In recent times, Dong Nai Young Entrepreneurs Association and Dong Nai Provincial Business Federation have organized many practical activities to help connect businesses, promote trade, and exchange with localities and international partners. At the same time, they also support members to improve their management and production capacity, spreading the spirit of connection, cooperation, and sharing together. Businesses hope that the province will implement more solutions to continue improving the local business environment.

Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: Dong Nai Provincial Government always identifies enterprises as the center and driving force of development; the success of enterprises is the success of the province. With the motto "Government accompanies enterprises", Dong Nai will continue to strongly improve the investment environment, enhance the competitiveness index (PCI); develop transport infrastructure, logistics, energy, human resources, along with enhancing dialogue, perfecting mechanisms and policies for local economic development.
