The Standing Committee of the Provincial People's Council surveyed the socio-economic development situation in Lao Chai commune.

On the afternoon of November 27, the working delegation of the Provincial People's Council Standing Committee led by Mr. Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, surveyed the implementation of socio-economic development tasks, ensuring national defense and security in 2025; preparations for the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term in Lao Chai commune.

Lao Chai commune is merged into 3 communes Lao Chai, Xin Chai and Thanh Duc. This is a mountainous commune, the border is particularly difficult, the terrain is strongly divided, many villages are far from the center, transportation is difficult, especially in the rainy season. The whole commune has 7 ethnic groups living together (Mong, Dao, Tay, Kinh, Nung, Muong, Hoa); agricultural production mainly relies on food crops, small-scale livestock and some specialty crops. In recent years, Lao Chai has made efforts to promote land potential, develop livestock, medicinal plants, improve essential infrastructure, people's lives are basically stable; national defense and security are always maintained.

In 2025, the commune will continue to focus on implementing socio-economic targets, deploying a two-level local government model after the merger, basically maintaining regular tasks on economic , cultural and social development, administrative reform and ensuring social security.

Along with the task of socio-economic development, Lao Chai commune has proactively deployed steps to prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in accordance with the direction of the province. The commune-level election committee was established in accordance with regulations, including sub-committees in charge of propaganda, security and order, personnel and election services. The commune is reviewing and perfecting the Election Teams in villages and hamlets, ensuring that each polling station has qualified, experienced and prestigious human resources in the community; propaganda work on voters' rights and obligations is deployed through loudspeakers, Party cell activities, village meetings and integrated into the Great Unity Festival; initially building a plan for the structure, composition and number of people recommended to run for the Commune People's Council, ensuring the proportion of women, young people and ethnic minorities according to regulations.

At the meeting, the leaders of Lao Chai commune made a number of proposals in the process of implementing tasks in 2025, especially after the whole province operated the 2-level local government model: Professional staff are still lacking compared to the assigned staff, the workload has increased but some positions hold many tasks concurrently, causing pressure in processing records and professional tasks; some guidance documents from superiors are incomplete or overlap, especially new regulations related to the organization of the apparatus, internal affairs, and activities of commune-level governments in the 2-level model... The commune has a total of over 18 km of border, so patrolling the border and boundary markers is difficult; after the storm and flood, Lao Chai commune suffered great damage to infrastructure; some traffic routes were eroded, causing local congestion, and transportation encountered many difficulties.

Lao Chai commune officials expressed opinions and recommendations at the meeting.

The commune proposed that the province soon complete regulations on decentralization of tasks between the provincial and commune levels in the new government model; support investment in transport infrastructure and information technology to serve digital transformation and election work.

Speaking at the survey, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged and highly appreciated the efforts of the Party Committee, government and people of Lao Chai commune in difficult conditions but still maintained well the tasks of socio-economic development, maintaining political security, social order and safety. He requested the commune to continue reviewing arising problems and promptly reporting them to the province to perfect the institutions, ensuring the apparatus operates effectively and efficiently.

He requested that Lao Chai commune cadres should promote the spirit of solidarity, proactively study, closely follow the policies and instructions of superiors, especially new documents. The commune should proactively arrange human resources, assign tasks reasonably, and increase the application of information technology to reduce pressure on cadres. Regarding social security tasks, he requested the commune to take better care of people's lives, especially poor and near-poor households, households in remote areas; improve the quality of education, considering this a long-term strategic task to improve the quality of human resources in the locality; step up propaganda to help people change their production mindset, actively access science and technology and support programs of the State.

Regarding the election preparation, he requested the commune to strictly implement the progress and procedures, ensuring compliance with the law; to do a good job of propaganda, closely coordinate with relevant agencies, and develop plans to ensure security and order, and avoid being passive and surprised. He requested the Provincial People's Council Committees and departments and branches to consider and fully absorb the commune's recommendations to advise the Provincial People's Council Standing Committee to report to competent authorities for consideration and resolution.
