Da Nang proactively responds to storm No. 15

DNO - The Chairman of the People's Committee of Da Nang City has just issued a telegram to departments, branches, armed forces, units and localities on proactively preventing, avoiding and responding to storm No. 15.

According to the Central Hydrometeorological Station, at 7:00 a.m. on November 27, the center of storm No. 15 was at about 13.0 degrees North latitude; 114.2 degrees East longitude, with strong winds of level 12, gusts of level 15, moving in the West Northwest direction at a speed of 10-15 km/hour. The storm's circulation is likely to cause heavy rain that directly affects Da Nang .

To proactively organize effective response to natural disasters, the Chairman of the City People's Committee requested departments, branches and localities to focus on overcoming damage caused by natural disasters in recent times.

The organization closely monitors the situation and continues to direct the quick recovery of damage after floods according to the direction of the City People's Committee in Official Dispatch No. 4017/UBND-PTDS.

The reception, management and allocation of national reserve goods (if any) must be carried out for the right purpose, to the right subjects, with priority given to poor households, policy families and isolated areas, ensuring timeliness, transparency and avoiding loss.

Units must review and fully synthesize the need for national reserve goods to propose support from the Central Government; at the same time, evaluate the effectiveness of using funds to overcome damage, develop recovery plans and send reports to the City Civil Defense Command before December 5.

Regarding the response to storm No. 15, the Chairman of the City People's Committee requested departments, branches and localities to be on duty 24/7, update and promptly inform people about the storm and flood developments; review and complete response plans and scenarios suitable to the situation of each area.

Localities proactively deploy measures to ensure the safety of people's lives and property, especially in coastal areas, islands or places at risk of flash floods and landslides; be ready to organize evacuation of people and arrange forces, means and food according to the "4 on-the-spot" motto.

The City Military Command and City Police coordinated with relevant agencies and units to review response plans, proactively organize and deploy forces and vehicles to be ready to support localities in case of emergency.

For activities at sea, the Border Guard coordinates with the Department of Agriculture and Environment and the People's Committees of coastal communes and wards to count and inform operating vessels about the storm's developments, guide them to avoid dangerous areas and enter safe shelters. At the same time, support the implementation of measures to anchor and avoid fires and explosions, and sinking at shelters.

The Border Guard proactively decides to limit or temporarily stop ships from going to sea depending on the storm's developments; coordinates with the Da Nang Port Authority and the Maritime Search and Rescue Coordination Center Region II to deploy rescue plans when necessary.

The Department of Agriculture and Environment proactively directs the implementation of work to ensure the safety of the dike system, irrigation dams, and protect and reduce damage to agricultural production, aquaculture, and mineral exploitation.

Irrigation and hydropower reservoir management units are on duty 24/7, monitoring rainfall and water levels, preventing people from entering dangerous areas and sending reservoir operation scenarios to the department for direction. The Da Nang Maritime Port Authority checks the safety of anchoring cargo and transport ships in Da Nang Bay, especially during storms.

The Vietnam Fatherland Front Committee of the city and associations and unions must seriously organize on-duty shifts, be ready with forces to participate in preventing and overcoming the consequences of natural disasters; report on the response situation and damage (if any) before 6:00 and 13:00 every day to synthesize and report to the Standing Committee of the City Party Committee, the City People's Committee and the Central agencies.
