According to the Central Vietnam Meteorological and Hydrological Station, at 7:00 AM on November 27th, the center of Typhoon No. 15 was located at approximately 13.0 degrees North latitude and 114.2 degrees East longitude, with wind speeds of level 12, gusts of level 15, and moving in a West-Northwest direction at a speed of 10-15 km/hour. The typhoon's circulation is likely to cause heavy rain, directly affecting Da Nang .
To proactively organize an effective response to natural disasters, the Chairman of the City People's Committee requested that departments, agencies, and localities focus on overcoming the damage caused by natural disasters in the past.
The organization is closely monitoring the situation and continuing to direct the rapid khắc phục of damage after the floods, as directed by the City People's Committee in Official Letter No. 4017/UBND-PTDS.
The receipt, management, and distribution of national reserves (if any) must be carried out for the correct purpose and target group, prioritizing poor households, families entitled to preferential policies, and isolated areas, ensuring timeliness, transparency, and preventing any loss.
The relevant units are to review and compile a complete list of national reserve needs to propose support from the central government; at the same time, they will assess the effectiveness of using funds to mitigate damage, develop a recovery plan, and submit a report to the City Civil Defense Command before December 5th.
Regarding the response to Typhoon No. 15, the Chairman of the City People's Committee requested that departments, agencies, and localities be on duty 24/7, promptly update and inform the public about the developments of the typhoon and floods; and review and refine response plans and scenarios to suit the situation in each area.
Local authorities are proactively implementing measures to ensure the safety of people's lives and property, especially in coastal areas, islands, or areas at risk of flash floods and landslides; they are ready to organize the evacuation of people and deploy forces, equipment, and food according to the "four on-the-spot" principle.
The City Military Command and the City Police Department, in coordination with relevant agencies and units, reviewed response plans and proactively organized the deployment of forces and resources to be ready to support the locality in case of emergency.
For maritime activities, the Border Guard, in coordination with the Department of Agriculture and Environment and the People's Committees of coastal communes and wards, will count and inform vessels about the storm's developments, guide them to avoid dangerous areas and seek safe shelter. They will also assist in implementing measures to anchor vessels and prevent fires, explosions, and sinking at safe shelters.
The Border Guard proactively decides to restrict or temporarily suspend the departure of ships and boats depending on the storm's development; coordinating with the Da Nang Port Authority and the Maritime Search and Rescue Coordination Center Region II to implement rescue plans when necessary.
The Department of Agriculture and Environment proactively directs the implementation of measures to ensure the safety of dike and irrigation dam systems, protecting and minimizing damage to agricultural production, aquaculture, and mineral exploitation.
The units managing irrigation and hydropower reservoirs are on duty 24/7, monitoring rainfall and water levels, preventing people from entering dangerous areas, and sending reservoir operation scenarios to the department for guidance purposes. The Da Nang Maritime Port Authority is reviewing the safety of anchorage for cargo ships and transport vessels in Da Nang Bay, especially during periods of storm impact.
The Vietnam Fatherland Front Committee of the city and other associations and organizations are organizing a serious duty roster, readying forces to participate in disaster prevention and mitigation; reporting on the response situation and damage (if any) before 6:00 AM and 1:00 PM daily for compilation and reporting to the Standing Committee of the City Party Committee, the City People's Committee, and central agencies.
