Tuyen Quang is a mountainous province with a large terrain, many remote areas, and great development potential, but it also faces a significant gap in technology and digital skills compared to developed localities. Currently, the proportion of commune-level officials and civil servants with basic information technology skills is still low; many communes and towns do not have specialized technology staff, leading to uneven operation of digital platforms and online administrative procedure processing.
The main reasons come from the inflexible recruitment mechanism, unattractive remuneration policies, limited technical infrastructure conditions and low practical training. In many mountainous areas, there is a lack of funding for equipment investment, weak network connections, while a number of officials have not had full access to digital transformation skills. This directly affects the effectiveness of administrative reform and the capacity to serve people and businesses.
The direction of Tuyen Quang
Faced with that situation, the province has developed a Plan for developing information technology human resources for the period 2025-2030 , clearly defining the goal of "taking people as the center, digital skills as the foundation". Departments and branches, especially the Department of Home Affairs and the Department of Science and Technology, coordinate to synchronously deploy training programs, foster and standardize technology capacity for staff at all three administrative levels.
Up to now, Tuyen Quang has trained and fostered digital skills for more than 3,000 cadres, civil servants and public employees , of which more than 800 people were trained directly in the locality; more than 2,500 people participated in online learning through the MOOC training platform of the Ministry of Science and Technology ; about 850 people were trained in topics on information safety and security. The courses are designed in a practical direction, focusing on skills in operating information systems, using digital signatures, exploiting national databases and processing electronic records.
In addition to training, the province promotes cooperation with universities, technology enterprises and specialized organizations to organize short-term training courses, intensive training and direct practice at the facility. The model of "on-the-job training - learning while doing" is widely applied to overcome the situation of learning theory but not being able to apply it to work.
Mechanisms for motivating and expanding digital human resources networks
Tuyen Quang has also gradually improved its incentive policies to attract IT human resources to work at the grassroots level. The project-based technology expert contract mechanism has been proposed to flexibly manage human resources; at the same time, the province is considering applying responsibility allowances to officers in charge of digital transformation , encouraging remote working models and sharing experts between units.
The community digital technology team system is maintained and expanded in all districts, communes and wards, with thousands of members including young cadres, youth union members, teachers and people who are knowledgeable about technology. This is considered a "transformation nucleus" at the grassroots level, contributing to spreading digital skills to people, supporting access to public services, electronic payments and applying technology to life.
Towards sustainable development
By 2030, Tuyen Quang has set specific targets: 100% of cadres, civil servants and public employees are equipped with basic digital skills; 80% of administrative agencies apply data analysis in management and decision-making; 100% of online public services are operated stably at all three levels; Each district has at least one community digital skills training and practice center.
The province also plans to establish the Tuyen Quang Digital Transformation Training and Practice Center , which will act as a focal point for implementing training programs, researching and testing new technology solutions. Along with that are scholarship policies and training links with technology enterprises, aiming to form a closed digital human resource ecosystem - from training, practice to application.
Towards a human and knowledge-based governance
Developing digital human resources is not only about operating technology, but also about changing the mindset of service, forming a digital culture in public service activities and social life. When each official can proactively use technology to solve work, and each citizen knows how to take advantage of technology to access services, trade and study, the digital transformation process will truly go into depth.
With this approach, Tuyen Quang is gradually narrowing the digital gap between the mountainous and delta regions , building a modern, transparent and service-oriented administration. Investing in people, especially digital human resources, is investing in the province's sustainable development in the digital age.
