In the context of the global digitalization, state administrative agencies are forced to change their operating models, taking data and technology as the foundation. In Dak Lak province, the Department of Science and Technology has proactively implemented many specific solutions: Building an administrative reform plan, reviewing and reducing procedures, digitizing file components, increasing the rate of online files throughout the process and electronic payments.
According to Mr. Tran Van Son, Deputy Director of the Department of Science and Technology of Dak Lak province, digital transformation has fundamentally changed the way the administrative apparatus serves: "With just a phone with an Internet connection, we can carry out administrative procedures right at home without having to go to administrative agencies. This will create satisfaction for people when carrying out administrative procedures, especially in the recent past when the two-level local government was deployed. The application of digital technology has helped to strengthen the connection and data exchange between government levels, thereby ensuring that work is handled smoothly and effectively, and people and businesses benefit greatly in this process."

Ms. Huynh Thi Thu, Deputy Director of Tay Hoa Commune Public Administration Service Center, said that the implementation of digitalization of records and data connection has been carried out synchronously and interconnected with the management systems of the province and the Central Government. Thanks to that, the locality has gradually formed a shared data warehouse that can be reused, contributing to reducing costs and time for performing administrative procedures for people and businesses, while improving the efficiency of state management.
As a specialized advisory agency, the Department of Science and Technology of Dak Lak has implemented Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. After just over 9 months, many important programs have been deployed such as: 100 peak days of the "Digital Education for All" movement; coordinating with telecommunications enterprises to provide automatic queue numbering systems and display screens at the Commune-level Public Administration Service Center; upgrading the information system for handling administrative procedures, meeting the requirements of the two-level local government model.

Local technical infrastructure is invested synchronously, from internal network systems, servers, Internet lines to specialized data transmission networks, ensuring information security and meeting modern business processing needs. Mr. Nguyen Thanh Binh, Deputy Director of Viettel Dak Lak, said that the application of science and technology, innovation and digital transformation, and the implementation of solutions to support cadres, civil servants, public employees as well as people are prerequisites in the process of administrative procedure reform, contributing to improving service efficiency and quality of digital government operations.
Not only stopping at electronic procedures, since July 2025, the Department of Science and Technology has advised Dak Lak province to put into use key digital platforms to serve the administration of two levels of government such as AI Virtual Assistant, Dak Lak Digital application on iOS, Android and Zalo mini app. These platforms are not only management tools, but also symbols of the determination to build digital government, digital economy and digital society - towards the goal of "taking people as the center".
Mr. Le Xuan Quang, Deputy Director of the Center for Monitoring and Operation of Smart Urban Areas in Dak Lak province, said: "People can look up and ask questions about administrative procedures via automatic chatbot, or access the GIS system to view information on land planning, electricity, roads, schools, and stations across the province. This is a big step forward in making information transparent and strengthening the connection between the government and the people."
Ms. Luong Thi Huynh Trien, a resident of Tay Hoa commune, shared that submitting documents online brings many conveniences, helps reduce travel time and significantly shortens processing time compared to before.

Deploying administrative reform work associated with digital transformation at public administrative service centers in Dak Lak province.
The results achieved show that the administrative reform work associated with digital transformation of the Department of Science and Technology of Dak Lak has brought about a clear change in management thinking, service methods and operational efficiency. However, besides the achievements, there are still challenges in infrastructure, human resources and technology readiness in some localities.
However, to promote this process sustainably, the Department of Science and Technology of Dak Lak province determined that in the coming time, it will continue to promote propaganda and raise awareness of digital transformation; enhance digital skills training for cadres and civil servants, especially at the commune and ward levels; invest in digital infrastructure, expand high-speed Internet coverage; encourage the application of artificial intelligence in state management; promote technology enterprises to participate in developing shared digital platforms.
The goal is to build a modern, synchronous digital ecosystem where digital technology not only supports administrative reform but also becomes a data analysis tool, supporting accurate, transparent and effective decision making.
In the process of building a digital government - digital society - digital citizen, Dak Lak is gradually affirming its position as one of the leading localities in administrative reform associated with digital transformation, taking people as the center, taking satisfaction as the measure for all policies and actions. This is the inevitable direction to create a modern, serving and sustainable development administration.
