
The working delegation of the Can Tho City Public Administration Service Center surveyed the facilities and means to meet the requirements of receiving and handling administrative procedures (AP) in Phong Nam commune.
Smooth operation, efficient service
Before the merger, the three provinces and cities: Can Tho, Hau Giang and Soc Trang had made many efforts in developing science and technology, innovation and digital transformation. Inheriting the achieved results, Can Tho City after the merger continued to promote the application of science and technology, innovation and digital transformation to concretize Resolution No. 57-NQ/TW. In particular, the city focused on perfecting shared digital platforms, ensuring unified and interconnected operations of sectors and fields in the digital environment; effectively exploiting national databases, databases of ministries, sectors and localities for socio-economic development; effectively connecting, exploiting and sharing data between agencies in the political system; applying artificial intelligence based on big data for a number of important sectors and fields. These are fundamental solutions to help the city build an e-government, towards a comprehensive digital government.
At the Public Administration Service Centers (PVHCC) of communes and wards, the reception and settlement of administrative procedures are carried out quickly, in accordance with procedures, taking people's satisfaction as a measure. Many localities after the merger such as Dai Thanh ward, Khanh Hoa ward , Truong Long Tay commune... have quickly stabilized their organizational structure, completed their personnel, and put administrative activities into order.
In Dai Thanh ward (formed from the merger of Hiep Loi ward, Dai Thanh commune and Tan Thanh commune formerly belonging to Hau Giang province), basic facilities are guaranteed, and the personnel apparatus operates stably. Mr. Pham Quoc An, Chairman of the ward People's Committee, said: "Dai Thanh ward will continue to focus on solving difficulties, effectively implementing administrative reform tasks, and at the same time well implementing resolutions of the Central and City Party Committee such as Resolution 57 on breakthroughs in science and technology development, national innovation and digital transformation, Resolution 59 on international integration or Resolution 68 on private economic development".
In Khanh Hoa ward (merged from Khanh Hoa ward and Vinh Hiep and Hoa Dong communes - Soc Trang province), the local government's operations have initially stabilized and the apparatus has been completed. Mr. Phan Van Tuan, Chairman of the Ward People's Committee, shared: "The ward has fully completed the leadership positions, executive committee, and professional apparatus; the HCC centers are fully equipped with equipment, effectively serving the needs of the people."
Similarly, in Truong Long Tay commune (merged from Truong Long A and Truong Long Tay communes, old Hau Giang province), the operation of the HCC Center is assessed as stable and smooth, with hundreds of files resolved on time and ahead of schedule. Mr. Dao Hoang Minh, Chairman of the Commune People's Committee, said: "The basic facilities and equipment meet the requirements of the work. However, the commune is lacking civil servants specializing in construction and information technology; the headquarters of the Military Command also needs to be invested and repaired to ensure the requirements of the task".
Assessing after more than 4 months of operating the two-level government model, Chairman of Can Tho City People's Committee Tran Van Lau affirmed: "The communes and wards in the city have operated smoothly, in line with the direction of the Party and the Government". He also frankly pointed out some limitations such as the lack of IT and construction specialists, or the state of some headquarters being degraded and not suitable for the new scale.
The Chairman of the City People's Committee requested localities to make the most of existing facilities, and at the same time review and plan synchronous investment and modernization of the Public Health Center, aiming to serve the people better and better.
"The Public Health Center must be a place where people feel satisfied. If people come but do not find it convenient, it means we have not fulfilled our mission. The city will consider allocating land so that in the 2026-2030 period, separate, modern and convenient Public Health Centers can be built," Mr. Tran Van Lau emphasized.

Digital transformation - the foundation for modern, transparent government
Along with the organizational restructuring, Can Tho City focuses on building a shared digital platform, connecting data between sectors and fields, moving towards e-government and digital government. According to Mr. Ngo Anh Tin, Director of the Department of Science and Technology of Can Tho City, the Department has advised the City People's Committee to build and upgrade the shared database and software system, ensuring network information security, and improving the quality of online public services. Currently, the City Data Center and information technology infrastructure at units are operating stably and smoothly; the specialized data transmission network in state agencies is connected synchronously.
The city's shared data warehouse and systems such as email, document management, administration and information for handling administrative procedures have been comprehensively restructured, bringing practical efficiency, contributing to improving the leadership and management capacity of state agencies.
Since July 1, 2025, when operating a two-level government model, the city has deployed a series of solutions to ensure that information systems, digital platforms and shared technical infrastructure operate smoothly. Up to now, the dedicated data transmission infrastructure at commune-level public administrative service centers has ensured stable connections, 24/7 monitoring, timely handling of incidents and optimized bandwidth to meet the access needs of more than 14,000 accounts from 334 agencies at the department and branch levels and 103 communes and wards.
In particular, the city's administrative procedure settlement information system has connected with the National Public Service Portal, the Public Service Portal of the Ministry of Public Security and many other large systems such as land management, monitoring, measuring the level of provision and use of digital government services, civil status management, issuance of judicial records via the VNeID application, registration of budget unit codes of the Ministry of Finance, Vietnam Post and the national population database.
According to Ms. Le Xuan Hoa, Director of the Can Tho City Public Service Center, from October 1, 2025, the city will implement administrative procedures regardless of administrative boundaries for 1,320 procedures, helping people to submit and receive results at any One-Stop Department within the city. "The City People's Committee has directed departments, branches and localities to ensure technological infrastructure, arrange and train professional skills for officials and civil servants, ensuring the reception and settlement of administrative procedures smoothly, effectively and safely," Ms. Le Xuan Hoa informed.
In the coming time, the city will continue to promote digital transformation in state management activities, associated with improving the efficiency of public administration; at the same time, arrange specialized information technology staff at the commune level, enhance online public services throughout, bringing more convenience to people and businesses.
With systematic and synchronous steps from organizational structure to technological infrastructure, Can Tho City is gradually shaping a modern, dynamic government model, a government serving the people, contributing to realizing the national digital transformation goal and building a digital government in the Mekong Delta region.
