Respond at the highest level to ensure absolute safety for people's lives.

Local leaders urgently review and count all local ships, boats, and vehicles operating at sea and along the coast; coordinate with relevant agencies to use all measures to inform ship owners and captains of ships, boats, and vehicles that are still operating... Be careful to guard against thunderstorms and lightning before the storm directly affects you.

Based on forecasts, localities will ban sea travel when necessary (take precautions against thunderstorms and lightning before the storm directly affects them); decide to control and restrict traffic during times when storms cause strong winds...

Warn ships, boats, and vehicles operating at sea not to enter and exit dangerous areas.
