During these long rainy days, on the Lat - Lang Rao route, passing through Tan Ky commune, it is easy to see the scene of people having great difficulty traveling. The road surface is under construction, has been filled with soil waiting to be paved, but due to the prolonged rain and the high traffic volume, the mud is soft and slippery. Many locations form deep grooves, wheels easily get stuck, and motorcyclists are always in a state of anxiety.

Ms. Nguyen Thi Quy, a resident of Ky Son commune (old) said that she travels this road every day. “It is very difficult to travel when it rains, and vehicles can easily slip and fall. It is extremely difficult for students to go to school, and some have even fallen because the road is too slippery. We really hope that the government and the construction unit will speed up the progress and complete the road surface so that people can travel more conveniently,” Ms. Quy shared.

Mr. Hoang Dinh Son - Chairman of Tan Ky Commune People's Committee said that recently, at meetings with voters, people have repeatedly reported the situation of the Lat - Lang Rao road being under construction for a long time, causing great impacts on their lives. On sunny days, dust flies everywhere; when it rains, the road surface becomes muddy and slippery, making it very difficult and potentially dangerous for people, especially students, to travel.

“The locality hopes that relevant levels and sectors will pay attention to speeding up the completion of the road. When the road is completed, people's travel will be more convenient, trade will be expanded, creating conditions for economic development and ensuring safety for students going to school,” Mr. Son emphasized.

The Lat - Lang Rao route is nearly 5 km long, and the Provincial People's Committee issued an investment approval decision on December 18, 2023. The route is part of the Project "Improving and upgrading the traffic system and works on the traffic route: Lat - Lang Rao; Huong Son - Phu Son; Dong Lau - Thung Mon". The project has a total investment of 108.5 billion VND, invested by medium-term capital, divided into 2 phases: 2021 - 2025 and 2026 - 2030. Of which, the province's medium-term budget of 80 billion VND is disbursed in the period of 2021 - 2025, 40 billion VND; the district budget of 28.5 billion VND is arranged in the period of 2021 - 2025. The project implementation period is not more than 4 years, from the beginning of 2024.

However, after investigation, it was not until July 2025 that the project was allocated 40 billion VND in capital by the province. Tan Ky district (old) has not yet been able to balance the counterpart capital. Since the beginning of July, after implementing the 2-level government model, Tan Ky district (old) has handed over project management to the Department of Construction to continue implementing the next steps.

The delay in funding is one of the reasons why the construction progress has been delayed, affecting the completion of the road. Meanwhile, since the end of July, continuous rain and floods have affected the construction progress.

The project aims to gradually complete the connection of traffic infrastructure within Tan Ky district (old) and inter-regional, contributing to promoting socio-economic development in the Western Nghe An region according to the goals approved by the Government and the Provincial People's Committee.

According to the design, the Lat - Lang Rao route and the Dong Lau - Thung Mon route are designed according to the standards of level V plain roads, with a 5.5m wide asphalt road surface and a 7.5m wide roadbed. Meanwhile, the Huong Son - Phu Son route is designed according to the standards of level VI mountainous roads, with a 3.5m wide asphalt road surface.

The bridge works on the route are permanently designed with reinforced concrete, complying with technical standards.

When completed, the project will significantly improve the travel conditions of people in remote communes of Tan Ky district (old), reduce the cost of transporting agricultural products, and create conditions to attract businesses to invest in the fields of agriculture , forestry processing and community tourism services.
