For the railway sector, the Vietnam Railway Authority and Vietnam Railway Corporation direct railway management and maintenance units to continue strictly implementing the patrol and guard regime for key works and locations, key areas such as bridges and weak roads that are prone to flooding; areas prone to flash floods, steep mountain passes with falling rocks and landslides, railway areas downstream of dikes, irrigation dams, and reservoirs;
Agencies and units direct units to concentrate vehicles, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time; Have plans to stop trains, stretch trains, increase trains, and transfer passengers when floods cause flooding and landslides in sections where trains must stop.
The Department of Economics - Construction Investment Management directs Project Management Boards, investors, contractors, and related units to deploy solutions to ensure construction safety and prevent landslides during the rainy season; at the same time, promptly handle construction incidents, coordinate to ensure smooth traffic on routes that are both under construction and in operation.
The Department of Construction of localities in the areas affected by this flood closely coordinates with local levels, sectors, Road Management Areas and units managing and repairing roads, railways and waterways to proactively overcome incidents caused by floods, conduct traffic diversion, ensure traffic on roads and waterways under their management; coordinate with the road and railway sectors in arranging vehicles, equipment and materials to quickly overcome landslides to clear the route to serve the transportation of relief goods and people's travel when requested.
According to a quick traffic report on the morning of November 4, due to exceptionally heavy rain and floods, causing flooding and landslides that blocked hundreds of roads, central and local agencies and units have been very determined and urgently deploying many synchronous solutions to respond to and overcome the consequences of natural disasters.
Up to now, there are still 39 traffic jams, of which 28 are on centrally managed routes, and 11 are reported on national highways managed by localities.
In Hue city, the flood water rose to the bottom of the beams, the railway industry had to send two stone trains to hold the two bridges Bach Ho and Gia Vien. Some sections of the train had to run slowly due to flooding to ensure safety.
Previously, due to continuous heavy rains, the railway infrastructure in the Dong Hoi - Phuc Tu section was affected. The unit sent people to handle the situation, without affecting train safety; at the same time, arranged for people to be on duty at the checkpoint to promptly handle any incident that occurred.
