The Ninh Binh - Hai Phong Expressway Construction Investment Project (CT.08) has a total length of about 117km. Of which, the section passing through Ninh Binh province is about 52.9km long (old Ninh Binh province 25.3km; old Nam Dinh 27.6km); built according to expressway standards with 4 complete lanes, roadbed width of 24.5m, design speed of 120km/h.
Once completed, the route will contribute to improving regional connectivity, promoting socio -economic development, enhancing competitiveness, attracting investment, and creating strong development momentum for Ninh Binh province and the entire Red River Delta region.

In recent times, localities where the project passes through have actively implemented site clearance, compensation, support, resettlement, and handover of clean land, creating favorable conditions for contractors to construct, ensuring project progress according to plan. Up to now, site clearance has been basically completed.

In Co Le commune (Ninh Binh province), the CT.08 expressway passes through 3.22km, affecting 596 households, of which 31 households have their residential land affected. To date, the commune has handed over all agricultural land; and is completing the handover of residential land.

Mr. Nguyen Van Sinh, Secretary of the Minh Duc village Party Cell (Co Le commune) said that the village has 28 households that are subject to resettlement to make way for the project. Initially, the implementation of the land acquisition and clearance work encountered many difficulties as many households were still hesitant and worried about the support and compensation policies. However, thanks to the authorities at all levels promoting propaganda about the benefits of the project and publicizing the support and compensation policies, the households affected by the land have agreed to hand over the land and receive support money from the State.
Many people said they were very happy because the highway would contribute to promoting local economic development, but they were worried about the high price of construction materials, causing the cost of building new resettlement houses to increase.

Mr. Nguyen Van Hoa (60 years old, Minh Duc village) shared that his family has 2 residential plots of land, with a total area of over 700m2, which are subject to reclamation for the project. His family has been allocated nearly 400m2 of land in the resettlement area and received compensation. Although the move to a new residence is disruptive, for the common development, his family as well as many households in the village affected by the project all agreed and happily implemented it.
“At first, we were a bit worried because the price of construction materials was high, while the compensation was low. To overcome this, we dismantled our old houses ourselves to make the most of the materials,” Mr. Hoa shared.
In Truc Ninh commune (Ninh Binh province), the expressway runs through 3.3km, affecting 430 households, of which 97 households are expected to be resettled. Currently, the commune has basically completed the site clearance work, handing over 2.68/3.3km of the entire route.
Mr. Vu Xuan Dat, Vice Chairman of Truc Ninh Commune People's Committee, said that the locality has planned 5 resettlement areas in convenient locations, near traffic routes for people to conveniently build houses. Currently, many households have agreed with the compensation and site clearance policy and are proceeding to build new houses. For households that are still hesitant, the commune will increase propaganda, explanation and persuasion, to help people understand clearly and soon give up land for the project.

Mr. Doan Van Vuong (62 years old, Truc Ninh commune) said that his family completely agreed with the compensation plan for land acquisition. However, he expressed his hope that the locality would soon complete the electricity and water systems in the resettlement area so that people could conveniently build new houses.

Mr. Le Xuan Doat (born in 1956, residing in Truc Ninh commune) said that his family has 2 residential plots of land with a total area of 600m2 affected by the project. His family has been allocated 400m2 of resettlement land and received compensation.
Although happy to move to a spacious and airy resettlement area, his family was also concerned because the compensation price was still low. However, after being informed and explained, his family agreed to the compensation plan and supported the project for the common good. Currently, Mr. Doat's family is dismantling the old house to take advantage of construction materials to save costs.
