Before working at the Ninh Binh Provincial People's Committee, Minister and Head of the Government Office (VGP) Tran Van Son and the working delegation inspected the Nghia Hung Commune Public Administration Service Center; Khanh Trung resettlement area; Ninh Binh - Hai Phong Expressway Project (CT.08), this is one of the province's key traffic projects with a length of 54.9km, a total investment of more than 6,800 billion VND, currently reaching 80% of the site clearance volume and 10/10 resettlement areas have been completed.
At the Nghia Hung Commune Public Administration Service Center, Minister and Head of the Government Office Tran Van Son acknowledged the responsible working spirit of the staff. From July 1 to October 31, 2025, the Center received 3,370 records, of which over 3,340 records were processed on time, the online record rate reached 99.97%. This result demonstrates a strong step forward in administrative reform and digital transformation at the grassroots level.
Many growth indicators of Ninh Binh are among the highest in the country.
After the on-site inspection, the working delegation worked at the People's Committee of Ninh Binh province. On behalf of Ninh Binh province, there were comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee; comrade Nguyen Cao Son, Vice Chairman of the People's Committee and representatives of the leaders of the provincial departments and branches.
On the side of the Government Office, there were leaders and representatives from the Department of National Assembly, Local and Mass Organization Affairs, Department of Science and Education - Culture and Society, Department of General Economics , Department of Agriculture, Department of Industry, Department of Public Service Organization, and Department of Administrative Procedure Control.
Also attending the meeting were representatives from the Ministries of Finance, Construction, Industry and Trade, Agriculture and Environment, Home Affairs, Science and Technology, Education and Training.
Speaking at the meeting, Minister Tran Van Son said that in March 2025, the Government Office delegation worked in Ninh Binh to grasp the situation, record difficulties and recommendations of the locality. Following the direction of the Prime Minister in Decision 2179/QD-TTg, dated October 6, 2025 on production and business, import and export, infrastructure construction, promoting growth, accelerating disbursement of public investment capital, national target programs, reforming administrative procedures and implementing 2-level local government, today the delegation came to work in Ninh Binh to discuss the difficulties and obstacles of the province, ensuring that the province completes its growth and sustainable development goals.
Regarding the socio-economic development of Ninh Binh province in the first 10 months of 2025, Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son said that the total product in the area (GRDP) reached 135,957 billion VND, up 10.45%, ranking third out of 34 provinces and cities nationwide. The economic scale reached more than 248,000 billion VND, of which the industrial - construction sector accounted for 46.5%, and services accounted for 34.5%.
Industrial production grew strongly with the IIP index increasing by 22.06%; many projects had high technology content, aiming towards green and circular economy. Total export turnover reached 21.2 billion USD, up 64.6%; imports reached 18.9 billion USD, trade surplus of 2.27 billion USD - the highest level ever.

Tourism continues to affirm its role as a key economic sector, with 17.6 million visitors and revenue of VND18,916 billion, up 39% over the same period last year. Trade and service activities have developed strongly, with total retail sales of goods reaching VND223.3 trillion, up 20%.
Notably, public investment has achieved outstanding results. The total capital plan for 2025 assigned by the Prime Minister is 28,561 billion VND, by the end of October, 27,954 billion VND had been disbursed, reaching 97.9% of the plan - among the highest in the country.
Many key projects such as the North-South high-speed railway, the Ninh Binh-Hai Phong expressway, and the road connecting the southern Red River Delta with the Northwest are being accelerated.
In particular, the three national target programs were effectively implemented, including: The new rural construction program achieved comprehensive results, with 97/97 communes meeting standards, of which 65 communes met advanced standards and 4 communes met model standards; The sustainable poverty reduction program helped the poverty rate in the whole province decrease to 0.96%; The ethnic minority development program completed 100% of the targets for transportation, schools, electricity grid and grassroots culture.

Strong digital transformation, improving local governance
One of the highlights of Ninh Binh after administrative consolidation is the streamlined, effective and efficient two-level local government model. From July 1, 2025, the province officially closed its separate Public Service Portal, fully integrated into the National Public Service Portal, becoming a pioneer in administrative reform.
Currently, Ninh Binh province provides 1,966 online public services, of which 1,364 are full-process services; the rate of online records reaches over 88%, the total number of records received 4 months after the merger reached 516,007 records, of which 454,688 records are online. The system operates stably and transparently, contributing to reducing costs and time for people and businesses.
Along with that, the development of social housing is closely directed. The whole province is implementing 31 projects, with a scale of more than 28,000 apartments, of which 4 projects have been completed, 11 projects are under construction, and 16 projects have been approved for investment. It is expected that by the end of 2025, Ninh Binh will complete 4,461 social housing apartments, reaching 100% of the target assigned by the Government.

Ninh Binh commits to speed up progress of key national projects
At the meeting, representatives of ministries and branches basically agreed with the report of Ninh Binh Provincial People's Committee, in the first 9 months of 2025, the socio-economic situation in the province continued to achieve many positive results. Economic growth remained stable, important areas such as budget collection, disbursement of public investment capital, construction of social housing, reform of administrative procedures and activities of two-level local governments all had clear changes, which were highly appreciated.
Regarding the internal affairs sector, representatives of ministries and branches said that the province needs to focus on reviewing policies and legal documents that have been issued or are in the process of being developed by ministries and branches. These are contents under the direct authority of ministries and branches, including guiding documents, technical standards, and specialized regulations.
Representatives of ministries and branches also had specific opinions, demonstrating a sense of responsibility, contributing to perfecting mechanisms and policies, ensuring practicality and effectiveness when implementing in the province.

Speaking at the meeting, Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc said that in 2025, the province has strictly implemented the directions of the Central Government and the Government, achieving many positive results after the arrangement of two-level administrative units. The government apparatus quickly stabilized, political security and social order were maintained, economic growth remained high, and budget revenue reached 101% of the plan.
The province is committed to speeding up the progress of key national projects, especially the high-speed railway, the North-South expressway and routes connecting Ninh Binh with Nam Dinh, Hoa Lu, and Phu Ly, with a total capital of about VND31,000 billion.
"Ninh Binh is determined to become a new growth pole, contributing to promoting regional economic connectivity and development," affirmed Provincial Chairman Pham Quang Ngoc.

Promoting advantages and creating new momentum for the Red River Delta
Concluding the working session, Minister and Head of the Government Office Tran Van Son highly appreciated the comprehensive results that Ninh Binh province achieved in the first 10 months of 2025 such as: High growth rate, disbursement of public investment capital among the leading groups in the country, synchronous investment in transport infrastructure, digital transformation and the two-level government model were effectively implemented.
The Minister requested central ministries and branches to urgently study and absorb the province's recommendations, especially for strategic projects on airports, seaports, coastal economic zones and heritage urban planning. The Government Office will synthesize and report to the Prime Minister for specific instructions.
At the same time, the Minister and Head of the Government Office requested Ninh Binh to continue promoting internal strength, maintaining administrative discipline, improving the effectiveness of two-level government governance, taking people and businesses as the center of service; promoting digital transformation, attracting green investment, developing strategic infrastructure, striving to complete the goal of becoming a centrally-run city by 2030, worthy of being the economic, tourism and heritage center of the Red River Delta region.
