
The Government deploys key tasks to maximize the completion of socio-economic development targets for 2025.
To ensure the highest completion of the targets and tasks of the 2025 socio-economic development plan, the Government requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to continue to uphold the responsibility of the head, promote the spirit of solidarity and unity, focus on comprehensively and effectively implementing the Resolutions and Conclusions of the Central Committee, the Politburo , the Secretariat, the General Secretary, key leaders, of the National Assembly, the Government and the direction of the Prime Minister; in which, focusing on implementing key tasks from now until the end of 2025, as follows:
On the preparation of the Project to be submitted to the Central Executive Committee, the Politburo, the Secretariat, the National Assembly , the National Assembly Standing Committee and the implementation of the Conclusions of Key Leaders
The Government requires 11 ministries and agencies to focus resources and urgently complete, ensure quality, and meet the schedule for submission to the Central Committee, the Politburo, and the Secretariat for 23 projects to be submitted in 2025; and complete tasks in November and December 2025 according to the conclusions of key leaders.
For the submitted Projects, the ministries and presiding agencies continue to closely coordinate with the Central Party Office to complete the dossiers according to regulations and effectively implement them immediately after the Projects are approved; promptly report to competent authorities any arising issues.
Ministries and presiding agencies urgently complete and submit to the Government to present to the National Assembly at the 10th Session for the remaining 08 documents, ensuring the right schedule.
On implementing the Government's Work Program and tasks assigned by the Prime Minister in 2025
Relevant ministries, agencies and localities continue to complete and submit to the Government and the Prime Minister 234 key projects and tasks in the Work Program for November and December 2025.
Ministries and agencies in charge of preparing projects to submit to the Government and the Prime Minister or performing tasks assigned by the Government and the Prime Minister shall proactively urge localities to submit quality-assured dossiers on time.
On the work of building and perfecting institutions
The Government requests ministries and ministerial-level agencies to: (i) Closely coordinate with agencies of the National Assembly and relevant ministries and agencies to promptly revise and complete draft laws and resolutions to be submitted to the National Assembly and the National Assembly Standing Committee for consideration and approval at the 10th Session; (ii) Complete and submit to the Government and the Prime Minister for promulgation 132 documents detailing and guiding the implementation of laws and resolutions that have come into effect; (iii) Urgently implement the direction of the Government leaders in Document No. 10432/VPCP-PL dated October 24, 2025 of the Government Office, ensuring the basic completion of handling "bottlenecks" due to legal regulations in 2025; report the results to the Ministry of Justice for synthesis and reporting to the Government and the Central Steering Committee on perfecting institutions and laws.
The Ministry of Justice and the Government Office, according to their assigned functions and tasks, prepare documents to serve the 2nd meeting of the Central Steering Committee on perfecting institutions and laws; the 7th meeting of the Steering Committee to review and organize the handling of problems in the legal system; and the thematic Government meeting on law-making in November and December 2025.
On macroeconomic management, promoting growth
The Government requests the Ministries and agencies: Finance, Industry and Trade, Justice, State Bank of Vietnam, relevant agencies and localities according to assigned functions and tasks:
Timely assess the impact of natural disasters and storms and floods to review growth scenarios and have effective solutions to ensure the national growth target of 8% or more in 2025 and 10% or more in 2026.
Continue to control inflation, maintain macroeconomic stability, promote growth, ensure major balances of the economy; closely, flexibly and effectively coordinate a reasonable, focused, and key expansionary fiscal policy with appropriate and timely monetary policy and other macroeconomic policies. Direct credit to production and business sectors, priority sectors and growth drivers; effectively manage the gold market, stock market, bonds, real estate, etc.
Strengthen discipline and order in state budget collection, strive to increase by at least 25% compared to the estimate; disburse 100% of the public investment capital plan. Proactively grasp the situation and have appropriate and effective solutions to stabilize the market, especially essential goods, ensure supply, avoid shortages and sudden price increases.
Improve the efficiency of 03 traditional growth drivers; promote new growth drivers, perfect the institution of the crypto asset market and data market. Issue government bonds to implement important and key national projects and works, especially the standard gauge railway project, Lao Cai - Hanoi - Hai Phong railway project, etc.
Promote the implementation of the campaign "Vietnamese people prioritize using Vietnamese goods", domestic consumption stimulus programs, bring Vietnamese goods to rural areas, mountainous areas, islands..., especially on the occasion of New Year and Lunar New Year.
Complete negotiations and sign the Free Trade Agreement between Vietnam and the Mercosur bloc and the Gulf Cooperation Council in the fourth quarter of 2025.
Urgently complete the Project on economic development with foreign investment capital and submit the dossier to the Politburo in November 2025; submit to the Government to issue Decrees guiding Resolution No. 222/2025/QH15 of the National Assembly on the International Financial Center in Vietnam before November 15, 2025.
On completing the infrastructure system, implementing important national projects and works, key projects in the transport and energy sectors
The Ministry of Construction and the Government Office report to the Prime Minister on the preparation of the report to the Secretariat on the plan to organize the inauguration and groundbreaking ceremony of large-scale and meaningful projects and works on December 19, 2025 to celebrate the 14th National Congress of the Party.
The Ministries of Construction, Finance, Foreign Affairs, Science and Technology, Agriculture and Environment, and relevant localities shall accelerate implementation and ensure sufficient conditions to commence construction of component project 1 - Lao Cai - Hanoi - Hai Phong railway project on December 19, 2025; High-speed railway project on the North - South axis; speed up the progress of Gia Binh airport project, projects serving the 2027 APEC Conference, Hon Khoai port, etc.
The Ministry of Industry and Trade, relevant agencies and localities: (i) Complete the dossier of the Resolution on mechanisms and policies to remove difficulties in national energy development in the 2026 - 2030 period, submit to the National Assembly Standing Committee and the National Assembly according to regulations; (ii) Speed up the preparation for the construction of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plant projects. Complete negotiations on the Cooperation Agreement for the construction of the Ninh Thuan 1 nuclear power plant and select investors for the LNG plant included in the adjusted Power Plan VIII, start construction of plants that have selected investors; (iii) Urgently complete site clearance and handover of power grid projects to relieve capacity of the Nhon Trach 3 and Nhon Trach 4 thermal power plants and the Tri An Hydropower Plant Expansion Project.
On social security, health, culture, education and training, science and technology
The Government requested the Ministry of Health to urgently complete the two projects of Facility 2 of Bach Mai Hospital and Viet Duc Friendship Hospital to put them into use on schedule according to the direction of the Government, the Prime Minister and competent authorities.
The Ministry of Education and Training shall preside over and coordinate with relevant agencies and localities to effectively implement the Politburo's Conclusion Notice No. 81-TB/TW dated July 18, 2025 on the policy of investing in building schools for border communes; including organizing the groundbreaking ceremony for the construction of 88 schools that have not yet started construction in November 2025 to ensure savings and efficiency.
The Ministry of Culture, Sports and Tourism is implementing solutions to develop and stimulate tourism during the peak season at the end of 2025 and the Lunar New Year, striving to achieve the goal of attracting 22 to 25 million international tourists in 2025.
The Ministry of Agriculture and Environment will submit to the Government for promulgation in 2025 a Decree regulating national multidimensional poverty standards for the 2026 - 2030 period.
The Ministry of Construction, agencies and localities promote the development of social housing, complete the target of 100,000 social housing units by 2025 and prepare projects for the 2026 - 2030 period.
The Ministries of Health, Education and Training, Culture, Sports and Tourism, Agriculture and Environment, and Ethnic Minorities and Religions, according to their assigned functions and tasks, prepare to implement the National Assembly's Resolutions on specific mechanisms and policies, and National Target Programs on the fields of health, culture, education and training, new rural areas, poverty reduction, and socio-economic development in ethnic minority and mountainous areas after being approved by the National Assembly.
Ministries, agencies and localities complete key goals and tasks for 2025 according to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution No. 71/NQ-CP dated April 1, 2025 of the Government; accelerate the construction and effective exploitation of national databases and shared platforms; improve the quality and rate of use of online public services throughout.
Ministries, agencies and localities prepare well for the people to celebrate the Lunar New Year 2026, fully implement policies for people with meritorious services, other policy beneficiaries and people in areas affected by natural disasters, remote areas, border areas, islands, etc.; ensure salaries and Tet bonuses for workers.
On natural disaster prevention and environmental protection
Ministries: Agriculture and Environment, National Defense, Public Security, Construction, relevant agencies and localities according to assigned functions and tasks:
Monitor the situation, forecast, provide timely, complete and accurate information on the developments and impacts of natural disasters, storms, rain, floods, landslide risks, etc. so that authorities and people know, proactively deploy timely and effective responses, ensure the safety of people's lives, and limit property damage.
Strictly implement the "Peak Month Action Plan against Illegal, Unreported and Unregulated Fishing and Sustainable Development of Vietnam's Fisheries Industry", striving to "remove the yellow card" of the European Commission in 2025.
Urgently develop a program to prevent and combat floods and landslides in the Northern Midlands and Mountains; a program to repair and upgrade the dyke system in the Northern provinces to prevent floods and storms; propose to competent authorities urgent solutions to overcome traffic congestion, flooding, and air pollution in large cities.
On removing difficulties and backlog of projects; organizing activities of Steering Committees and Working Groups of Government Leaders and Government Members
Relevant ministries, agencies and localities according to assigned functions and tasks:
Strictly implement Conclusion No. 77-KL/TW dated May 2, 2024 of the Politburo, Resolution No. 170/2024/QH15 dated November 30, 2025 of the National Assembly, and thoroughly handle long-standing and stuck projects in 2025.
Carefully prepare documents, organize an inspection team to review and remove difficulties and obstacles related to key traffic projects; work with localities on the situation of production and business, public investment, import and export, infrastructure construction, social housing, implementation of 2-level local government, etc.
Speed up the implementation of the Politburo's Conclusion, complete the plan to handle 04 weak projects (Dung Quat Shipbuilding Industry Company Limited, Tisco2 Project, Quy Xa Mine Iron Ore Mining and Selection Project and Lao Cai Iron and Steel Factory, Phuong Nam Pulp Mill Project).
The Ministries of Construction, Finance, and Home Affairs, according to their functions and management fields, shall preside over and coordinate with relevant agencies to complete assigned tasks in 2025 regarding handling the Vietnam Shipbuilding Industry Corporation.
On ensuring social order and safety
The Ministry of Public Security is taking the lead in effectively implementing the task of building 20% of communes, wards, and special zones "drug-free" by 2025.
The Ministry of National Defense and the Ministry of Public Security, according to their assigned functions and tasks, proactively grasp the situation and coordinate with functional forces to firmly protect independence, sovereignty and territorial integrity; ensure political security, social order and safety, and absolute security and safety for the activities of Party and State leaders, key targets, projects and important events of the country. Effectively carry out the work of ensuring traffic safety, fire prevention, fire fighting, rescue and relief.
The Ministries of Finance, Industry and Trade, Public Security, National Defense, National Steering Committee 389 and agencies and localities develop, submit for promulgation and effectively implement the Peak Plan against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2026.
On the operation of two-level local government and administrative procedure reform
Ministries and agencies continue to provide professional guidance and support to localities, especially at the commune level, cadres, civil servants and professional officials in decentralized, delegated and assigned tasks and administrative procedures. Focus on implementing plans to reduce and simplify administrative procedures according to 14 Decisions of the Prime Minister, ensuring that by 2025, at least: 30% of the time to handle administrative procedures, 30% of the cost of complying with administrative procedures, and 30% of business conditions will be reduced.
Localities shall arrange adequate human resources, facilities, and equipment for communes and wards, and increase the mobilization of provincial-level officials to support commune-level officials, especially for newly decentralized tasks and administrative procedures with assigned authority and a large number of records such as land, household registration, construction, finance, investment, etc. Strengthen training and improve the quality of human resources to receive and resolve administrative procedures.
Ministries, agencies and localities: (i) Continue to reduce and simplify administrative procedures at all levels according to the direction of General Secretary To Lam in Notice No. 07-TB/CQTTBCD dated October 15, 2025 of the Standing Office of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation, of the Prime Minister in Official Dispatch No. 201/CD-TTg dated October 23, 2025 and the guidance of the Ministry of Justice in Official Dispatch No. 6723/BTP-CTXDVBQPPL dated October 23, 2025; (ii) Complete in 2025 the restructuring of online public service processes at the provincial and commune levels on the National Public Service Portal and integrate 100% of online public services of ministries and agencies onto the National Public Service Portal.
The Ministry of Justice shall preside over and coordinate with the Government Office, the Ministry of Home Affairs, and relevant agencies to urgently review all administrative procedures at the provincial and commune levels, propose reduction and simplification plans, and report to competent authorities before November 15, 2025.
The Government Office submitted to the Prime Minister for promulgation in December 2025 the Decision amending the Regulations on management, operation and exploitation of the National Public Service Portal in Decision No. 31/2021/QD-TTg dated October 11, 2021.
The Ministry of Home Affairs shall preside over and coordinate with relevant agencies and localities to: (i) Urgently advise on legal documents under the authority of the National Assembly Standing Committee and the Government related to the organization of the apparatus, job positions, classification of administrative units, classification of urban areas and standards of administrative units, documents related to the organization of two-level local governments; (ii) Develop a summary report on the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee and resolutions, conclusions and plans of the Central Committee as requested by the Central Steering Committee in Official Dispatch No. 58-CV/BCĐ dated August 11, 2025; (iii) Urgently develop plans and schemes and submit them to competent authorities for consideration and decision on rewarding collectives and individuals with outstanding achievements in organizing the implementation of Resolution No. 18-NQ/TW; Guidance on rewarding collectives and individuals with outstanding achievements in implementing Resolution No. 18-NQ/TW.
Some key tasks to implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo
The Ministry of Finance focuses on completing: (i) Submitting to the Government a Decree to institutionalize Resolution No. 198/2025/QH15 of the National Assembly on a number of special mechanisms and policies for private economic development; (ii) Submitting to the Prime Minister in November 2025 for consideration of the Training Program for 10,000 Executive Directors and the Development Program for 1,000 Typical and Pioneering Enterprises.
Ministry of Agriculture and Environment: (i) Complete the Database of about 50 million "correct - sufficient - clean - living - unified - shared" land plots; accelerate the progress of building the Land Database for the remaining area and connect with the National Data Center and other relevant databases; (ii) Coordinate with the Ministry of Science and Technology to issue a Circular guiding the hiring of services to operate and maintain the land information system after the Resolution on policy mechanisms and removing difficulties and obstacles in implementing the Land Law is passed by the National Assembly; (ii) Submit to the Prime Minister a Decision on identifying green, circular projects and applying ESG.
The Ministry of Industry and Trade reports to the Prime Minister on the Program to reach out to international markets (Go Global).
The Ministry of Justice submitted to the Prime Minister a program to provide inter-sectoral legal support for small and medium-sized enterprises and business households in December 2025.
The Ministry of Culture, Sports and Tourism submitted to the Prime Minister a Decision on the Project on ethical standards and business culture associated with national identity and accessing the quintessence of world business culture.
On the preparation and organization of the 11th National Patriotic Emulation Congress and serving the 14th National Congress of the Party
The Ministry of Home Affairs presided over and coordinated with relevant agencies and localities to successfully organize the 11th National Patriotic Emulation Congress.
The Government Office urgently renovates and upgrades the Great Hall at the National Convention Center and ensures adequate conditions and facilities to serve the 14th National Congress of the Party, to be completed before December 15, 2025.
The Government requests that Ministers and heads of agencies assigned to preside over the preparation of projects and implementation of tasks are responsible for reporting to the Government Standing Committee every Friday on progress, implementation results, and problems that need to be resolved; and at the same time, send them to the Government Office for synthesis and reporting to the Government Standing Committee at the meeting every Monday morning according to the Prime Minister's Work Program./.
