In the early 2010s, when we went to hamlet 11 of Cu Van commune (Dai Tu district) - now An Khanh commune, we had to travel on small, narrow dirt roads. Every time there was drizzle or a cold wind, the roads were slippery and muddy; on dry days, dust flew up, clinging to the wheels of motorbikes and bicycles passing by.
The joy came to the people when 5 years ago, thanks to the province's cement support program, the road was widened and solidly concreted. Mr. Nguyen Van Thanh, a resident in the hamlet, excitedly shared: Since the road was widened and hardened, people's travel has become much more convenient.
In fact, the province’s cement support program has brought about remarkable results, “changing the face” of many rural areas. Muddy dirt roads, full of potholes, have now been replaced by concrete roads winding through rice fields and hillsides.
Mr. Nguyen Thanh Nam, Head of the Department of Economic Cooperation and Rural Development, affirmed that the province's cement support mechanism is very popular with the people, with appropriate support levels, some communes are provided with up to 1,000 tons of cement per year to invest in rural infrastructure.
Put into practice effectively, the program has significantly contributed to increasing the rate of concreted rural roads, thereby helping many localities complete and improve the quality of infrastructure criteria in new rural construction.
In particular, the program has aroused the proactive and voluntary spirit of the people. Many households have donated land, assets, and contributed labor days to join the State in building infrastructure.
From the cement support portion accounting for about 20-30% of the project value, localities have mobilized two to three other counterpart funds, especially contributions from the people, an important factor contributing to the success of the program.
After many years of accompanying the people, the cement support program has contributed to the construction, renovation and upgrading of thousands of kilometers of rural roads. In the period of 2021-2025 alone, the whole province has built and renovated over 2,200 kilometers of roads; many commune, inter-commune and hamlet roads have been asphalted and concreted, with increasingly higher and more uniform quality.
Road surfaces have been widened; many routes have full sidewalks, drainage ditches, lighting systems, street signs, traffic signs, flowers and trees planted… creating a new look and new vitality for the countryside.

Along with transport infrastructure, the irrigation system is invested in the right focus and key areas, contributing to improving agricultural production capacity, proactive irrigation, minimizing natural disaster risks and adapting to climate change, especially in specialized areas, remote and isolated areas.
Educational facilities, medical stations, and cultural houses have been built and upgraded, improving the learning conditions, health care, and cultural activities of the people. In the period of 2021-2025, the whole province has built, renovated, and upgraded more than 85km of canals, 58 irrigation works, 582 cultural houses, and hamlet sports areas.
Despite many positive results, at present, after the merger of administrative units, the province's cement support is still at the stage of assessing and reviewing actual needs to perfect the mechanism to support investment in rural infrastructure construction, including the cement support program. People hope that these tasks will be completed soon so that the program can continue to be implemented effectively.
