Creating breakthroughs from digital transformation

Consistent with the policy of "taking people and businesses as the center of service", Thai Nguyen province is gradually realizing the goals of digital government, digital economy and digital society. In the new development journey, digital technology and digital transformation are becoming an important driving force to promote socio-economic development, improve the quality of state management and serve the people in the province.

“Leverage” of administration and service

In the digital transformation process, digital government plays a key role. Thai Nguyen province focuses on promoting the application of information technology in administrative reform, building a shared data platform, developing online public services and promoting e-commerce. These steps contribute to the formation of a modern, transparent administration, reducing work processing time, saving social costs and creating trust for people and businesses.

Mr. Nguyen Thanh Tung, a resident of Phan Dinh Phung ward, shared: Thanks to digital transformation in many fields, we, the people, clearly see the convenience, less paperwork, less travel, and faster procedures.

With the motto of making digital technology the foundation of all activities, Thai Nguyen has made a strong shift in management and service. Up to now, the province's video conferencing system has 148 connecting points, including 20 points at provincial agencies and 128 points at Party Committees and People's Committees at commune level. Since then, meetings and instructions have been carried out quickly, saving time, contributing to the formation of a flexible and modern working style in the administrative apparatus.

The data integration and sharing platform continues to be effectively exploited, with more than 263,000 transactions. The whole province has received and processed over 215,000 administrative procedure records, of which nearly 190,000 records were submitted online, reaching a rate of nearly 88%. Implementing Project 06, the province has activated over 1.1 million level 2 electronic identification accounts, reaching over 81%; at the same time, integrating over 564,000 electronic health records.

According to a recent announcement by the Ministry of Science and Technology, Thai Nguyen ranked 8th out of 34 provinces and cities in terms of Digital Transformation Index (0.7521 points) and ranked 3rd in terms of direction and administration index, assessing the quality of service to people and businesses.

This result reflects that the province's digitalization strategy is on the right track, and at the same time demonstrates that digital transformation has spread strongly throughout the entire local development structure.

Thien An Cooperative (Phu Thong commune) has succeeded thanks to the application of digital transformation in production and business activities.

Along with that, the province has established a Steering Committee for Science, Technology, Innovation and Digital Transformation Development headed by the Provincial Party Secretary, ensuring unified and consistent direction from the provincial to grassroots levels.

Departments, branches and localities have issued specific plans, defining a digital transformation roadmap associated with the functions and tasks of each unit. Thai Nguyen also promotes cooperation with large technology enterprises such as Viettel, VNPT, FPT... to take advantage of strengths in infrastructure, human resources and technical solutions, towards forming a synchronous digital ecosystem.

Driving force for socio-economic development

Along with digital government, digital economy is becoming an important driving force for growth, opening up new opportunities for production and business entities. Enterprises, especially small and medium enterprises, are encouraged to apply technology, participate in e-commerce, cashless payments, and digitize operations to increase productivity and added value.

According to the Provincial Tax Department, total revenue from e-commerce activities of businesses and individuals in the whole province by the end of September 2025 reached more than 11,595 billion VND.

Many enterprises and cooperatives have entered a strong phase of “digitalization”. Agricultural cooperatives use management software, participate in e-commerce platforms, track product origins and make online payments. Highland farmers can now “sell by phone” – a vivid image of the transformation process of the local digital economy.

Ms. Ly Thi Quyen, Director of Thien An Cooperative (Phu Thong Commune), shared: E-commerce opens a new door for local agricultural products. Consumers like to buy online because of its convenience and many incentives. Thanks to that, Thien An Cooperative's products have reached customers in many provinces, and revenue has increased significantly compared to before.

In remote areas, digital transformation is also creating new momentum. Mr. Ha Van Huan, Vice Chairman of the People's Committee of Con Minh Commune, said: Along with promoting the application of technology in State management, we promote the role of 18 community digital technology groups to propagate and support people in using online public services, electronic payments and promoting agricultural products on digital platforms. The goal is to build a digital government associated with the development of the digital economy and society at the grassroots level.

Not only in the economy, digital transformation has also spread strongly to many areas of life. In healthcare, 36/36 hospitals across the province have deployed electronic medical records, smart medical kiosks and data connection with the national system, helping to reduce waiting time and increase the efficiency of healthcare. In education, schools promote online teaching, apply artificial intelligence in testing and evaluation, contributing to improving the quality of teaching.

In addition, popularizing digital skills for people is helping to form a “grassroots digital culture”, clearly changing the way of working, studying and communicating. Community Zalo groups in villages, communes and wards are used effectively to share information, warn of natural disasters, mobilize people to protect the environment and maintain security and order.

In particular, the “People learn AI” movement and programs to improve digital capacity for people are being widely deployed, becoming a bright spot in Thai Nguyen’s digital transformation model. These activities help narrow the gap between urban and rural areas, creating conditions for people to proactively access public services, participate in the digital economy, and actively contribute to community development.

For truly sustainable digital transformation, Thai Nguyen province has identified the next focus as developing digital human resources, a decisive factor for long-term success. Together with universities and colleges, the province is building a network for basic and advanced digital skills training, encouraging young people, students, and civil servants to study and master new technologies such as artificial intelligence, big data, and cloud computing. At the same time, it is creating an environment for innovative start-up businesses, bringing Thai Nguyen people's digital products to the domestic and international markets.

The youth force in Thai Nguyen province is always proactive and pioneering in digital transformation.

Recently, the Steering Committee for Science, Technology, Innovation and Digital Transformation Development in Thai Nguyen province has issued a plan to implement the conclusion of General Secretary To Lam, Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation Development. The province clearly defined its viewpoints and solutions to achieve the goal: "Science, technology, innovation and digital transformation must truly be the main driving force, creating new productivity and production methods, focusing on the digital economy and digital data".

From practice, it can be seen that digital transformation is shaping a new way of operating across the province, in which digital government plays a key role, digital economy adapts flexibly and digital citizens are proactive. When these three pillars operate synchronously, Thai Nguyen will make steady progress towards the goal of smart, modern and sustainable development, contributing to realizing the aspiration of building the province into a leading industrial, educational and technological center in the midland and mountainous region of the North.

Thai Nguyen determined that the digital transformation roadmap must be implemented comprehensively and sustainably, in which people are the center of all policies, businesses are the force creating growth momentum, and infrastructure and data play a fundamental role.

The province aims to become a center for research, training and production of digital technology by 2030, especially in the fields of semiconductor industry and artificial intelligence, in the midland and mountainous areas of the North. At the same time, Thai Nguyen aims to become a model locality in implementing digital government, digital economy and digital society, creating a new development environment based on knowledge, innovation and application of science and technology.
