
Faced with the increasingly complex and unpredictable situation of Cay An reservoir in Ta Nang commune experiencing seepage and landslides, while the construction area continues to have rain, and thunderstorms are forecast to develop in the coming hours, causing showers and thunderstorms, the authorities have issued a level 1 natural disaster risk warning.
The risk of Cay An reservoir dam breaking, threatening the safety of property and lives of people downstream, is very high. To ensure absolute safety for the project and people in the downstream area, the Provincial Civil Defense Command requested the People's Committee of Ta Nang commune to urgently review and prepare plans to evacuate people and property from the dangerous area; prepare materials, gathering places, and safe shelters. At the same time, prohibit and restrict people and vehicles from entering areas at risk of insecurity; increase forces, check and supplement equipment for incident response.
The Provincial Civil Defense Command also requested the Provincial Military Command and the Provincial Police to support forces and means when necessary; organize 24/7 duty at construction sites and key locations to promptly monitor developments, coordinate with relevant units to deploy response measures and promptly notify the people.
The Management Boards of Construction Investment Project No. 1 and Duc Trong area have been requested to mobilize maximum human resources, materials, vehicles, and machinery to urgently deploy response measures, ensuring absolute safety for Cay An dam and the lives and property of people in downstream areas.
At the same time, the units coordinated with the People's Committee of Ta Nang commune to promptly and fully inform the people about the incident's developments and possible safety risks; develop detailed scenarios and response plans, and be ready to handle the worst-case scenario of a dam break.
The Department of Agriculture and Environment continues to closely monitor the current status of the project, promptly guide localities and project management and operation units to deploy response measures according to their authority, and report to the Provincial People's Committee on the contents of their authority to handle.
Along with that, the Provincial Military Command and Provincial Police are always ready with forces and means to support localities in incident response, rescue and relief when requested, ensuring the highest safety for people in the downstream area of Cay An Lake.
