Demolition case without approval of bidding results: Both contractors were eliminated

Regarding the demolition of 10 old classrooms at Chu Van An Secondary School (Duc Lap Commune, Lam Dong Province) by a contractor when the bidding results had not been approved, the Lam Dong Provincial authorities decided to cancel the bid and re-implement the bidding process and implement the project.

On November 7, Mr. Tran Van Hao, Deputy Director in charge of the Dak Mil Construction Investment Project Management Board, Lam Dong province, confirmed that the Board had issued a decision to cancel the bidding package for the construction of 16 classrooms at Phan Boi Chau Secondary School (Duc Minh commune, Dak Mil district, former Dak Nong province, now Duc Lap commune, Lam Dong province). The reason for the cancellation was that all bidding units did not meet the requirements of the bidding documents (according to the provisions of the Bidding Law).

According to the bidding documents, the construction package for 16 classrooms at Phan Boi Chau Secondary School costs nearly 9.7 billion VND. The investor is the Dak Mil Area Construction Investment Project Management Board. Both contractors participating in the bidding did not meet the requirements: Truong Thang Investment - Construction Company Limited and Phuc Hai Company Limited. Both enterprises are headquartered in Duc Lap Commune, Lam Dong Province.

According to the Dak Mil Area Construction Investment Project Management Board, the unit is currently working with relevant parties to re-conduct project implementation procedures.

Previously, as reported by VNA reporters at the end of August 2025, although the winning bid result had not been approved, Truong Thang Investment - Construction Company Limited had demolished a row of 10 old classrooms at Chu Van An Secondary School to prepare the site for the construction of a new project. More notably, the Board of Directors of Phan Boi Chau Secondary School still coordinated the implementation because... they did not know that the enterprise did not have enough documents.

According to Mr. Nguyen Huu Pho, Chairman of Duc Lap Commune People's Committee, regarding the incident, Duc Lap Commune People's Committee has assigned relevant departments to review the responsibility of Mr. Trinh Giao, Principal of Chu Van An Secondary School. The construction of 16 new classrooms under the project under bidding has not yet approved the results, so the demolition of the old construction is wrong and not in accordance with regulations on public property management.
