As reported by the People's Representative Newspaper, this afternoon, November 7, Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man attended the Ceremony to respond to Vietnam Law Day 2025.

Implement the directive to turn institutions and laws into competitive advantages.

At the ceremony, National Assembly Chairman Tran Thanh Man, Deputy Prime Minister Ho Quoc Dung and delegates performed the button-pressing ceremony to launch the official version of the National Law Portal at phapluat.gov.vn.

On this occasion, National Assembly Chairman Tran Thanh Man and Deputy Prime Minister Ho Quoc Dung and delegates presented Certificates of Merit from the Prime Minister to collectives and individuals with outstanding achievements in law-making, law enforcement, and law dissemination and education; and presented certificates and commemorative medals honoring the "Exemplary Law" for the third time.

Speaking at the ceremony, National Assembly Chairman Tran Thanh Man expressed his joy at attending the ceremony to respond to the Law Day of the Socialist Republic of Vietnam in 2025 in the atmosphere where the entire Party, people and army are striving to compete to achieve achievements to welcome the 14th National Party Congress and prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

The National Assembly Chairman stated that over the past years, the Party, State, National Assembly and Government have paid great attention to the work of law-making. Especially during the 13th term of the Party and the 15th term of the National Assembly, thoroughly grasping and strictly implementing the timely institutionalization of the viewpoints and orientations of the Party, the National Assembly, the Government and relevant agencies have closely coordinated and actively advised on the development of important law projects with a spirit of urgency, determination and high responsibility, serving the political tasks of historical turning points of the country.

Through 9 regular sessions and 9 extraordinary sessions of the 15th tenure, the National Assembly has passed 99 laws and 41 legal resolutions. At the ongoing 10th Session, the National Assembly is expected to continue to consider and pass 49 draft laws, the largest volume of legislative work in the history of the National Assembly's sessions. Thereby, promptly removing obstacles and bottlenecks for rapid and sustainable socio-economic development, while ensuring human rights and civil rights.

The National Assembly Chairman highly appreciated the coordination of the Government in general and the Ministry of Justice in particular with the National Assembly, the National Assembly Committee on Law and Justice in the law-making work in recent times; congratulated and commended the collectives and individuals who were awarded Certificates of Merit by the Prime Minister and honored as Good Law Models this year.

Acknowledging the efforts and innovations in the work of building and organizing the implementation of laws in recent times, the Chairman of the National Assembly also pointed out that it has not yet met the development requirements of the country. In particular, the work of propagating, disseminating and educating the law, although there have been many efforts, has not yet met the requirements for all cadres, party members, people and businesses to understand the law, live and work according to the Constitution and the law.

In the coming time, the National Assembly Chairman requested the Central Council for Coordination of Law Dissemination and Education, the Ministry and the Justice sector to continue to focus on propagating, disseminating and seriously implementing Resolution 66 of the Politburo and Resolution 197/2025/QH15 of the National Assembly on a number of special mechanisms and policies to create breakthroughs in law making and organization.

"In particular, we must carry out the direction of General Secretary To Lam: turning the legal system into a competitive advantage, and law-making is a breakthrough of breakthroughs," the National Assembly Chairman emphasized.

Along with that, the National Assembly Chairman requested the Government, the Ministry of Justice and relevant ministries and branches to urgently issue detailed documents guiding the implementation of the law so that the laws and resolutions passed by the National Assembly can soon come into effect, avoiding the situation where laws wait for decrees and decrees wait for circulars.

The National Assembly Chairman suggested that the Ministry of Justice continue to promote the National Law Portal to serve people and businesses more conveniently and easily; emphasizing that in order to effectively propagate, disseminate and educate the law, and to reform administration faster and more strongly, it is necessary to continue promoting digital transformation and applying artificial intelligence...

The National Assembly Chairman also requested the Ministry of Justice, in its role as an appraisal agency, to pay real attention to the quality of draft laws submitted to the National Assembly. When draft laws are submitted to the National Assembly, the Ethnic Council and the Committees, especially the Committee on Law and Justice, should play their role in reviewing and closely coordinating to improve the quality of draft laws submitted to the National Assembly, with the goal of the Law having a long "lifespan".

The National Assembly Chairman also requested that cadres, civil servants and public employees in the judicial sector be proactive, positive and self-conscious in studying, researching, learning the law and complying with the law.

Building a culture of law compliance into a standard of conduct in society

On behalf of the Central Council for Coordinating the Dissemination and Education of Law and the Standing Body of the Council, Minister of Justice Nguyen Hai Ninh respectfully accepted the profound and comprehensive guidance and suggestions of National Assembly Chairman Tran Thanh Man and Deputy Prime Minister Ho Quoc Dung; emphasizing that this is a "compass" for ministries, branches, localities, agencies, organizations and the whole society to continue to promote and improve the effectiveness of the work of building, perfecting laws and enforcing laws, building a socialist rule-of-law state of the people, by the people and for the people.

Officially operating the National Law Portal, strongly applying artificial intelligence to serve the people

The official version of the National Law Portal at phapluat.gov.vn is a shared digital platform built and operated by the Ministry of Justice with the support of FPT Corporation, aiming at the goal of "Accompanying people and businesses into the new era", meeting the requirements of institutional reform, promoting the building of a rule-of-law State, and realizing the spirit of the Politburo's key Resolutions.

The National Law Portal has 6 new breakthrough features: The portal interface is designed in a modern way, optimized for multiple platforms, continuously updated with important political and legal events of the country, making it easier to look up; Integrated with VNeID, allowing users to log in with electronic identification and track legal content on the digital citizen application; Open data warehouse connected to many ministries, branches, and localities, supporting analysis, comparison, and tracking of document validity; English page developed separately, providing legal information to serve the needs of investors and the international community; Connected with social networks to spread accurate legal information to the community; Applying artificial intelligence in operation, legal AI assistant analyzes, summarizes, and supports users to access legal information effectively.

Features such as satisfaction rating, text processing tools, automatic extraction and summarization, and electronic judicial practice manuals are also added to support professionals and enhance user experience.

The official launch of the National Legal Portal affirms the determination of the Ministry of Justice in particular and the Government in general in institutional reform, serving people and businesses, and creating a modern, transparent, internationally integrated governance platform, promoting the building of a rule-of-law state in the digital age.

Previously, on May 31, 2025, the pilot version of the Portal was deployed, creating an open legal platform with a “user-centric” orientation. After only 5 months of trial operation, the system recorded more than 1 million visits, 200,000 questions answered by AI Law and thousands of comments from ministries, branches and localities.

Notably, during the period when localities implemented the two-level government model, the National Law Portal promptly supported decentralization and delegation of power according to the new organizational structure, ensuring people's rights in key areas such as nationality and civil status, contributing to strengthening trust in the transparent and modern legal system.

In the official version, the system will continue to connect to the National Legal Database, expand the ability to apply contextual AI, including a tool to support the search of more than 1.4 million precedents, and develop a set of policy impact analysis tools, serving the planning and appraisal of documents of the Government and functional agencies. Delegates attending the Response Ceremony can visit the exhibition and experience the Legal AI Assistant application supported and accompanied by Vietnam Law Joint Stock Company.

On this occasion, the Ministry of Justice and LEXengine - the developer of the comprehensive AI Legal Assistant platform LEXcentra.ai - announced a strategic cooperation to integrate the LEXcentra.ai solution into the National Law Portal, serving the needs of popularizing, guiding and answering legal questions for free for people across the country. This is an important step in the effort to apply artificial intelligence (AI) to promote digital transformation of the judiciary and expand access to law for all people.

During the cooperation period, this service will be provided free of charge to the people. This initiative is expected to help people easily look up and grasp legal information, while contributing to reducing the workload for lower-level judicial agencies.

In addition, LEXcentra also provides 3,000 user accounts for officials, civil servants, and public employees of the Ministry of Justice and local Justice Departments. The program aims to help judicial officials experience, evaluate, and effectively exploit AI tools in the work of searching, analyzing, and applying practical laws.
