The Committee on Culture and Social Affairs held its fourth plenary session.

On the morning of November 8, at the National Assembly House, the Committee on Culture and Social Affairs held its 4th Plenary Session. Member of the Party Central Committee, Chairman of the Committee on Culture and Social Affairs Nguyen Dac Vinh chaired the meeting.

Attending the meeting were representatives of the Standing Committee of the Nationalities Council , the National Assembly Committees and relevant ministries and branches.

At the meeting, the Committee on Culture and Society gave opinions on the draft Resolution of the National Assembly on special and outstanding policy mechanisms to make a breakthrough in education and training development; the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the work of protecting, caring for and improving people's health.

Examining the draft Resolution of the National Assembly on special and outstanding policy mechanisms to make a breakthrough in education and training development, the Committee on Culture and Society approved the necessity, purpose and viewpoints of drafting the Resolution for the reasons stated in Submission No. 924 and Report on reception and explanation No. 1959; approved the Government's proposal to submit the Resolution to the National Assembly for promulgation according to shortened procedures.

However, the draft Resolution stipulates many specific mechanisms and policies that require large resources to implement. It is recommended to carefully assess the impact, especially in terms of financial resources; review to briefly and clearly present specific and outstanding mechanisms and policies.

Agreeing with the regulations on decentralization and delegation of authority in recruitment, management and use of human resources in the education sector as stipulated in the draft Resolution, delegates were concerned about assigning the Director of the Department of Education and Training the authority to mobilize, transfer, second, arrange, assign, and change job positions for teachers, educational institution managers and staff in public educational institutions under the management of 2 or more provincial-level administrative units, saying that this regulation is not feasible and this authority must be assigned to the Ministry of Education and Training.

Agreeing with the policy of a set of general education textbooks used uniformly nationwide, implemented from the 2026-2027 school year, delegates suggested that it is necessary to calculate to ensure fairness in access to education and specific responsibilities in the implementation process, with plans to avoid waste; at the same time, research and develop a roadmap for implementing electronic textbooks, similar to the approach of many advanced education systems.

Regarding the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health, 4 groups of policies were proposed including: Reducing medical costs for people; Regimes and policies on salaries and allowances for medical staff; Specialized training in the health sector; Land, tax, finance.

The four policy groups are built according to three principles: content under the National Assembly's decision-making authority; issues that need to be implemented immediately but are not yet regulated in laws or are different from current laws but have not yet been amended or supplemented; issues under state management responsibility and issues that have been included in other documents, programs and plans of the National Assembly are not included in the draft Resolution.

The Committee on Culture and Society basically agrees with the approach and principles for selecting the Government's policies. However, a number of tasks and solutions set out in Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo have not been fully studied and institutionalized in the draft Resolution. Therefore, the Committee requests that the drafting agency continue to carefully review and explain each content in the tasks and solutions of Resolution 72 to clarify the basis and basis for selecting only specific tasks and solutions of Resolution 72 as in the draft Resolution.

The Committee also proposed to study and supplement regulations in the draft Resolution to institutionalize some contents of Resolution No. 72, such as: the mechanism for implementing linkages between hospitals and facilities and units in current medical development; focusing on developing a number of high-quality specialized medical centers at regional and international levels to attract and develop medical tourism in Vietnam, reducing the number of people going abroad for medical treatment; encouraging the development of large-scale private hospitals with specialized technical levels on par with developed countries; promoting the potential and strengths of traditional medicine...

Emphasizing that education and healthcare are two major issues directly related to the majority of people and society, based on comments at the meeting, Chairman of the Committee for Culture and Society Nguyen Dac Vinh requested the drafting agencies to continue reviewing and researching to complete the two draft Resolutions, design feasible regulations, ensure fairness in access, and remove difficulties in practice.
