Conclusion No. 203: Commencement of some important national projects from the beginning of 2026

On behalf of the Politburo , General Secretary To Lam signed and issued Conclusion No. 203-KL/TW dated November 4, 2025 on continuing to focus on implementing tasks and solutions to ensure the highest level of implementation of the 2025 growth target, creating a solid momentum for sustainable double-digit growth in the coming period and summarizing Resolution No. 05-NQ/TW dated November 1, 2016 of the 12th Party Central Committee.

Conclusion No. 203-KL/TW stated: Considering the Project Report of the Central Policy and Strategy Committee on "Strategic solutions to promote "double-digit" economic growth in the new era - the era of the Vietnamese nation's rise" and summarizing Resolution No. 05-NQ/TW, dated November 1, 2016 of the 12th Party Central Committee on "A number of major guidelines and policies to continue to innovate the growth model, improve growth quality, labor productivity, and economic competitiveness" and opinions of agencies, the Politburo concluded:

Through the assessment of 9 years of implementing Resolution No. 05-NQ/TW, dated November 1, 2016 of the 12th Party Central Committee on "A number of major guidelines and policies to continue to innovate the growth model, improve growth quality, labor productivity, and economic competitiveness", it can be seen that although our country's economic growth model continues to have positive innovations, associated with implementing three strategic breakthroughs, restructuring the economy increasingly relying more on productivity and quality, gradually taking science, technology, innovation and digital transformation as the main driving force, the macroeconomic foundation continues to be consolidated..., economic growth is still mainly in breadth, below potential, mainly relying on public investment and credit, not achieving the set goals; there are large differences between regions and localities; still depends heavily on external factors, especially from FDI, while the potential of economic regions and sectors is still very large but has not been exploited and promoted effectively, especially from the private economic sector, from sectors such as industry, agriculture and services; growth drivers such as capital accumulation, labor productivity, technological innovation... are still low and have not had clear improvements; restructuring the economy, innovating the growth model and implementing strategic breakthroughs are still slow; macroeconomic foundations are not really sustainable...

Recently, the Party Central Committee, the Politburo, and the Secretariat have issued many resolutions, conclusions, and directives to create development breakthroughs in various fields, especially the requirement to promote rapid and sustainable growth in the new development stage of the country.

However, the growth requirements for 2025 and the 2026 - 2030 period are very high, posing many difficulties and challenges, requiring very thorough and fundamental preparation, but also very urgent, cannot be delayed, must not miss the opportunity to complete the goals of the 13th National Congress of the Party and successfully implement the two strategic goals of national development to 2030 and 2045.

Construction of several important national projects to begin in early 2026

From the above situation, the Politburo requested to immediately focus on directing the completion of preparations for the operation of financial and monetary markets and institutions (International Financial Center; Digital Asset Exchange; Gold Exchange,...).

Commencement of a number of important national projects in the fields of transport, energy, infrastructure and projects using large public investment capital (Eastern North-South Expressway Project; Ninh Thuan Nuclear Power Plant Project; International Railway Project,...) from the beginning of 2026.

The Politburo assigned the Central Committee for Policy and Strategy to continue guiding the summary from the basis of Resolution No. 05-NQ/TW, dated November 1, 2016 of the 12th Party Central Committee in accordance with each locality, agency, and unit; draft Resolution of the 14th Party Central Committee on strategic solutions to promote "double-digit" economic growth; develop an Action Program to implement the Resolution with specific projects and plans in all fields, and submit it to the 3rd Conference of the 14th Party Central Committee (in case of completion ahead of schedule, it can be submitted to the 2nd Conference of the 14th Party Central Committee).

The Politburo assigned Party committees at all levels, the government, the Vietnam Fatherland Front and socio-political organizations from now until the Party Central Committee issues a new Resolution on growth to continue to thoroughly grasp, promptly institutionalize, organize and fully, substantially and effectively implement the Party's resolutions, conclusions and directives, focusing on Conclusion No. 199-KL/TW, dated October 10, 2025 of the 13th Central Conference on socio-economic development in 2025-2026, the Politburo's Resolutions (Nos. 57, 59, 66, 68, 70, 71, 72 and a number of resolutions issued in the coming time), conclusions and opinions of the Central Committee and the 13th Politburo on the direction of reviewing and removing difficulties and obstacles for economic development associated with promoting the application of science, technology, innovation and digital transformation.

Proactively review, update, and adjust plans, action programs, and projects to implement the Party's resolutions, conclusions, and directives to ensure they are realistic, clear about people, work, resources, progress, and responsibilities.

The 14th Party Congress Document Subcommittee studies and refines the contents of the Project to supplement and complete the draft documents of the 14th Party Congress, especially the contents on socio-economic development, ensuring unity and synchronization.

The Politburo assigned the Government Party Committee and the National Assembly Party Committee, based on this Conclusion, to continue directing the amendment and completion of mechanisms, policies and laws on socio-economy with the growth target of 8% or more in 2025 and 10% or more for the 2026-2030 period.

The Central Inspection Commission coordinated with the Central Organizing Committee and the Central Party Office to inspect the arrangement of the apparatus, decentralization, and delegation of powers associated with the 2-level local government model, and the reduction of internal focal points within agencies and organizations in the political system,... according to the conclusions of the Politburo on the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee.

The Central Propaganda and Mass Mobilization Commission directs propaganda work to create high unity in awareness and action of the political system for the goal of rapid and sustainable growth of the country in 2025 and the following period.

The Party Committee of the Fatherland Front, Central mass organizations and socio-political organizations mobilize people of all walks of life to actively implement the Conclusion and supervise the implementation of the Conclusion.

Provincial Party Committees, City Party Committees, Party Committees directly under the Central Committee, Central Party Committees and agencies must thoroughly grasp, integrate and develop plans to implement the Conclusion in accordance with the local situation, agencies and units; regularly inspect and supervise the implementation and take the results of the implementation of the Conclusion as one of the important bases for assessing the level of annual task completion of individuals and organizations, heads of Party Committees, Party organizations and State management agencies./.
