
Implementing the two-tier local government model, the province has reorganized the health station network in a streamlined and efficient manner. Each commune-level administrative unit now has at least one health station performing primary health care, expanded immunization, disease prevention and implementing health target programs. Van Don special zone has two health stations, including one on the mainland and one on the island, suitable to specific conditions.
After careful preparation, from November 1, 2025, all 55 health stations and 92 new stations under the 2-level government model in Quang Ninh have officially come into operation, ensuring coverage of residential areas. This is the place closest to the people, receiving and promptly handling essential medical needs from prevention, initial medical examination and treatment to community health management and implementing health target programs. Human resources are redeployed from the existing team and reinforced from preventive medicine of health centers. To date, the whole province has 253 doctors working at health stations, of which 140 doctors are from old stations and 113 doctors are transferred from health centers. An average of 4.6 doctors/station is achieved, basically meeting the target of Resolution No. 72-NQ/TW.
Mr. Nguyen Minh Tuan, Deputy Director of the Department of Health, said: In the coming time, the Department will continue to advise on appropriate mechanisms and policies to ensure a stable, high-quality and long-term source of human resources for grassroots health care. We focus on training and fostering human resources, coordinating with medical universities to organize courses to improve the expertise and skills of grassroots health workers . Thereby, helping them to master basic techniques such as ultrasound, reading electrocardiograms, screening patients, and making appropriate referrals, etc.

Doctor Dinh Thi Hoai, Head of Hiep Hoa Ward Health Station, shared: “After the arrangement, the ward has one main station and two stations, making it more convenient for people to go for medical examination and treatment. We have promoted propaganda on mass media so that people understand the new health station model; at the same time, we have reviewed and updated the list of households, built a continuous operation plan, and not interrupted the work of epidemic prevention and initial medical examination and treatment. The station also assigned staff to be in charge of each area, flexibly used the facilities at the main station and stations, and gradually improved the quality of medical services. Thanks to that, people have more confidence when they see the station is spacious, fully equipped with machinery, medicine, and always has doctors on duty.”
According to statistics for the first 6 months of 2025, the rate of health examination and treatment covered by health insurance at old commune health stations reached 16.1% of the total number of visits in the province (214,038/1,329,487 visits). When 55 new health stations come into operation synchronously, equipped with additional ultrasound, X-ray, testing, drug dispensing techniques, etc., the health sector aims to increase the rate of people using health examination and treatment services covered by health insurance at the commune level to over 20% in the coming time.
With the larger scale of communes and wards after the merger, the Department of Health is coordinating with localities to arrange a minimum land fund of 5,000m² for each station, preparing to invest in new construction in 2026 according to the plan. From November 6, the Department will organize inspections and unify the location and scale of construction of the remaining stations, ensuring compliance with the direction of the Provincial People's Committee.
With a synchronous investment orientation from infrastructure to human resources, Quang Ninh is firmly consolidating the grassroots health care system, bringing health services closer to the people, ensuring timely, fair and effective primary health care in accordance with the spirit of Resolution No. 72-NQ/TW.
