Deputy Minister Tran Van Thuan: Ministry of Health accompanies Lao Cai to build General Hospital No. 1 into a regional hospital

SKĐS - On November 5, Prof. Dr. Tran Van Thuan, Deputy Minister of Health, and his delegation had a working session with the People's Committee of Lao Cai province on the Project "Developing Lao Cai General Hospital No. 1 into a provincial-level specialized general hospital assuming regional functions, period 2026 - 2030, vision to 2050".

Participating in the working delegation of the Ministry of Health were leaders and experts of the Department of Medical Examination and Treatment Management; Department of Planning and Finance; Department of Mothers and Children; Department of Traditional Medicine and Pharmacy Management; Institute of Health Strategy and Policy, representatives of leaders and experts of a number of central hospitals: Bach Mai Hospital, Viet Duc Friendship Hospital, K Hospital, National Children's Hospital, Hanoi Medical University Hospital.

Receiving and working with the working delegation of the Ministry of Health were comrade Vu Thi Hien Hanh - Vice Chairman of Lao Cai Provincial People's Committee, leaders of the departments: Health, Finance, Construction, Home Affairs, Agriculture and Environment, Provincial People's Committee Office, Lao Cai Provincial General Hospital No. 1.

Previously, the Ministry of Health received a document from the Department of Health of Lao Cai province asking for opinions on the Project "Developing Lao Cai Provincial General Hospital No. 1 into a provincial-level specialized general hospital assuming regional functions for the period 2026-2030, with a vision to 2050".

At the meeting, delegates listened to the leaders of Lao Cai General Hospital No. 1 report on the hospital's operations and draft project content.

Currently, Lao Cai General Hospital No. 1 is a Grade I hospital with 1,290 beds, 25 departments, 9 rooms, and 3 centers. The hospital scored 72 points, ranked at the specialized level.

The hospital has 1,770 medical equipment, including many high-tech diagnostic and treatment equipment, such as: 32-row and 64-row CT scanners; 1.5T MRI scanner; Mamo scanner; immunohistochemistry and electrochemiluminescence analyzers; laparoscopy system, digital subtraction angiography (DSA) system, endoscopic surgery system...

In terms of professional capacity, up to now, the hospital has performed 16,212/19,438 techniques, reaching 83.4% of the list of techniques prescribed by the Ministry of Health. Many advanced and specialized techniques have been routinely implemented, such as: continuous blood filtration, artificial blood filtration; plasma exchange; fibrinolytic treatment; external ventricular drainage and intracranial pressure measurement for patients with cerebral hemorrhage...

The project "Developing Lao Cai Provincial General Hospital No. 1 into a provincial-level specialized general hospital with regional functions, period 2026 - 2030, vision to 2050", is expected to have a total cost of 2,596 billion VND.

The project aims to achieve the goal that by 2030, Lao Cai Provincial General Hospital No. 1 will be a complete general hospital, developing into a specialized hospital that assumes regional functions, developing towards a specialized hospital; with a scale of 1,500 beds, a quality score according to the Hospital Quality Criteria set of ≥ 4.4/5 points; with enough capacity to support medical examination and treatment facilities in the province and the region in terms of expertise and human resource training.

Vision to 2050, achieve the status of a high-tech specialized general hospital, with an operating scale of 3,500 beds, quality score according to the Hospital Quality Criteria set reaching ≥ 4.6/5 points; meeting most of the medical examination and treatment needs of people in the province and region.

At the working session, the working delegation of the Ministry of Health gave opinions on the project, focusing on a number of contents, such as: training human resources; improving the quality of operations to meet the project's criteria to become a provincial-level specialized hospital undertaking regional functions; the role of Lao Cai Provincial General Hospital No. 1 with hospitals in the region and hospitals and medical centers in the province; developing key specialties such as Stroke, Emergency, Outpatient Emergency, Oncology, geriatrics... developing available resources of traditional medicine such as rich medicinal resources; forecasting the scale and investment phases of medical equipment in accordance with the local practical situation and human resource development...

Receiving comments from the Working Group, leaders of the Department of Health and General Hospital No. 1 of Lao Cai province expressed their willingness to learn, clarify remaining issues and continue to perfect the project, ensuring it is close to reality, feasible, and meets the development requirements of the local and regional health sector.

Speaking at the meeting, Ms. Vu Thi Hien Hanh - Vice Chairman of Lao Cai Provincial People's Committee highly appreciated the opinions of the delegates in developing the project and requested Lao Cai General Hospital No. 1 to select specific and suitable specialized fields and expertise, focusing on human resources, infrastructure, facilities, equipment, etc. to quickly complete the project.

In his concluding remarks at the meeting, Prof. Dr. Tran Van Thuan - Deputy Minister of Health highly appreciated the preparation work of Lao Cai province for the construction of the Project "Developing Lao Cai Provincial General Hospital No. 1 into a provincial-level specialized general hospital assuming regional functions, period 2026 - 2030, vision to 2050".

Prof. Dr. Tran Van Thuan affirmed that the Ministry of Health and Central hospitals will accompany the Department of Health and Lao Cai General Hospital No. 1 in the process of implementing the Project. At the same time, the Ministry of Health directs the Department of Health and hospitals to soon complete the Project according to the comments of the Working Group to submit to competent authorities for approval, ensuring effective implementation, contributing to improving the quality of medical examination and treatment and increasing access to high-tech medical services for people in the province and the region according to the approved plan.
