On the evening of November 7, the People's Committee of Ta Nang commune, Lam Dong province, issued an order to urgently evacuate about 70 households in Chan Rang Hao and Tou Ned villages to ensure safety, after the Cay An irrigation reservoir in the area was at risk of breaking at the main dam shoulder.
The People's Committee of Ta Nang commune said that the evacuation began at 8:30 p.m. on November 7. With the coordination of officers, soldiers and local authorities, about 70 households in the two villages were evacuated to schools, religious establishments and houses in the safe area.
On the same evening, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province Ho Van Muoi, Colonel Dinh Hong Tieng, Commander of the Provincial Military Command and a number of Lam Dong provincial officials went to the scene to survey and grasp the situation to find solutions to respond and overcome the situation.
Lam Dong Provincial Military Command mobilized 4 command vehicles, 10 troop transport vehicles, 150 officers and soldiers, 50 regular militiamen, and rescue equipment to the scene to evacuate people from the dangerous area, organize welding and patching of landslides, and be ready to respond when an emergency occurs.

At the scene, Colonel Le Anh Vuong, Deputy Commander, Chief of Staff of Lam Dong Provincial Military Command, member of the Provincial Civil Defense Steering Committee, was present at the scene of Cay An irrigation lake to join local authorities at all levels, departments, branches and sectors to survey the situation and direct officers and soldiers to carry out the task.
Ta Nang Commune authorities said that due to continuous heavy rains over the past few days, from around 2 p.m. on November 7, the water level of Cay An Lake approached the overflow level, with the risk of dam failure or water overflowing into the downstream area. In the downstream area of the left shoulder of the main dam, localized slides appeared, forming cracks, with groundwater seeping through the foot of the dam. In addition, at some other locations of the main dam, there was also water seepage and water leakage into streams, with the risk of dam failure being very high.
New information from the leaders of Ta Nang commune said that currently at the main dam near the spillway, there has been a landslide with a height of 5m, about 54m long. According to the assessment, if there is no rain in the coming days, safety is basically guaranteed, but if there is rain, the risk of dam failure is very high.
Cay An Lake in Ta Nang commune was put into use in 2007, with a capacity of about 1.7 million m3 , an irrigation project providing irrigation water for about 250 hectares of agricultural land in the locality.
