According to initial information, at around 8:00 p.m. on November 8, the De Tham Street area (in front of house number 158-160, Cau Ong Lanh Ward) was flooded due to the influence of high tide. When a young man around 18 years old was walking through this flooded section, near a low-voltage electrical cabinet and a metal fence in front of a convenience store, he suddenly collapsed and became unconscious.

Some people who witnessed the incident said they intended to approach to help but felt an electric shock so they did not dare to go near.

Authorities then arrived, cut off the power to the entire area and took the victim to the emergency room, but he did not survive.
Police have blocked off the scene, cordoning off a 100 meter stretch of road to investigate and clarify the cause.

A representative of the Ho Chi Minh City Electricity Corporation (EVN HCMC) said that the unit had urgently sent staff to inspect the area where the incident occurred. Initial inspection results determined that the low-voltage switchboard showed no signs of electrical leakage, however, the nearby metal fence was electrified.
By nearly 11 p.m. the same day, the area had power restored after the problem was fixed.
Some people living near the scene reported that they had previously felt a slight tingling sensation like being electrocuted when passing through this area during flooding, but had never reported it to local authorities or the electricity industry.
