Deputy Prime Ministers and some members of the Government attended and directed the groundbreaking ceremony at the bridge points. Specifically, Minister of Education and Training Nguyen Kim Son attended at Lai Chau bridge point; Minister of Ethnic Minorities and Religion Dao Ngoc Dung attended at Son La bridge point; Minister of Agriculture and Environment Tran Duc Thang attended at Quang Tri bridge point; Minister of Construction Tran Hong Minh attended at Cao Bang bridge point; Senior Lieutenant General Pham The Tung, Deputy Minister of Public Security attended at Nghe An bridge point.
The groundbreaking ceremony is an event of profound political , social and humanitarian significance to implement the Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes; Resolution No. 298/NQ-CP dated September 26, 2025 of the Government promulgating the Government's Action Plan to implement Conclusion Notice No. 81-TB/TW, demonstrating the special attention of the Party and State to compatriots, soldiers, especially students in the border areas of the Fatherland.

Also attending at the Thanh Hoa bridge were Central Party Committee members: Senior Lieutenant General Nguyen Van Hien, Deputy Minister of National Defense, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh.

Yen Khuong is a mountainous border commune of Thanh Hoa province. Over the past years, with the attention and investment of the Party, the State and local authorities, people's lives have been gradually improved. However, social infrastructure, especially educational infrastructure, has not yet met the development requirements, especially school facilities, boarding and semi-boarding areas.

Yen Khuong Primary and Secondary Boarding School will be invested in construction in Bon village (Yen Khuong commune), with a total area of about 1.5 hectares; of which, the existing land area is about 1.25 hectares; the planned land area is 0.25 hectares. The total investment is about 90 billion VND.

At Ha Tinh bridge, Permanent Deputy Prime Minister Nguyen Hoa Binh attended the groundbreaking ceremony of the Son Kim 1 Primary - Secondary Boarding School project.
Implementing the Central's policy, the People's Committee of Ha Tinh province (one of 22 provinces with land borders and 7 border communes) has directed departments, branches and local authorities to complete the survey, make a list and propose investment in 7 school projects in the period of 2025 - 2026 with a total investment of more than 740 billion VND. Of which, 2 projects will start construction in 2025 with a total investment of nearly 300 billion VND, including Son Kim 1 Primary - Secondary Boarding School and Huong Khe Primary - Secondary Boarding School; the remaining 5 projects are expected to be implemented in 2026 with a total investment of more than 440 billion VND, in the communes of Son Kim 2, Son Hong, Vu Quang, Huong Xuan, and Huong Binh.
The project to build Son Kim 1 Primary - Secondary Boarding School was implemented in Trung village on an area of over 5 hectares with a scale of 40 classrooms for over 1,300 students. The estimated construction investment cost is about 140 billion VND. With the locality still facing many difficulties, the people's living standards are not high, while the commune's budget revenue is only about 1 billion VND each year, the investment in building Son Kim 1 Primary - Secondary Boarding School - a modern, large-scale project has opened up opportunities for strong changes in local education, lighting up faith and hope for a brighter future for the education career in this difficult borderland.

In Khuat Xa commune, Lang Son province, Deputy Prime Minister Tran Hong Ha attended the groundbreaking ceremony for the Khuat Xa Primary and Secondary Boarding School for Ethnic Minorities.

The project is invested by the Department of Education and Training of Lang Son, using the State budget. The school is built in Pan Pe village with a scale of 36 classrooms, serving about 1,281 students, of which 414 are primary school students and 867 are secondary school students. The project includes all items of classrooms, subject rooms, administrative area, student and teacher dormitories, dining hall, multi-purpose hall, sports field, and synchronous technical infrastructure.

The total investment of the project is about 265.5 billion VND, the total construction area is more than 10,600 m², the floor area is more than 24,100 m², maximum height is 4 floors. The project is one of 11 inter-level boarding schools planned to be built in the border communes of Lang Son province, aiming to create conditions for studying and living together, improve the quality of education for students in border areas, contribute to the development of local human resources and strengthen regional security.

At Phai Din village, Thanh Nua commune, Dien Bien province, Deputy Prime Minister Le Thanh Long attended the groundbreaking ceremony for the Thanh Nua Primary and Secondary Boarding School in the border commune located in the west of Dien Bien basin.
Thanh Nua is a border commune established on the basis of merging the entire natural area and population size of communes (Hua Thanh, Thanh Nua, Thanh Luong, Thanh Hung and Thanh Chan) with a total natural area of more than 17,695 hectares; the total number of households is 7,150 households, with 29,029 people, 73 villages/hamlets, including 6 main ethnic groups living together; the commune has 10 extremely difficult villages and hamlets.

The Thanh Nua Primary and Secondary Boarding School project has strategic significance in developing education for ethnic minorities in the western region of Dien Bien basin, contributing to maintaining national defense and security, preserving cultural identity and creating a source of future cadres for Dien Bien province. This is an event of profound political and social significance, affirming the determination of the entire Party and people for an equal and progressive education.
The project covers an area of over 5.3 hectares, with a total investment of 224.4 billion VND. The scale is suitable for about 1,050 students, a synchronous and modern complex of works, invested in new construction with the entire design applied according to design models No. 3 and No. 4 issued by the Ministry of Construction. The main items include the Learning Room Block with 30 cultural classrooms and subject classrooms. The Living Service Block includes 99 dormitories for students and 15 public rooms for teachers, a dining room and a kitchen.
Auxiliary items include sports area, swimming pool, road yard and all equipment are invested synchronously and modernly.
Also on November 9, Dien Bien simultaneously organized groundbreaking ceremonies for 6 schools in Thanh Nua, Sin Thau, Quang Lam, Nam Ke, Thanh Yen, and Muong Nha communes.
Previously, on November 2, the province started construction of three inter-level boarding schools in the border communes of Sam Mun, Na Bung, and Nua Ngam.
For the above 9 inter-level boarding schools, the Province has assigned tasks to qualified investors, applied special mechanisms, ensured progress and quality, and completed before August 30, 2026.
Dien Bien province is the leading locality in implementing the construction of schools in border areas with the first project (Si Pa Phin Commune Inter-level Boarding School, started on July 27, 2025) implemented according to the new policy of the Politburo on investing in the construction of 248 inter-level primary and secondary boarding schools in land border communes.

Deputy Prime Minister Ho Duc Phoc attended the groundbreaking ceremony of the investment project to build Thuan An Primary and Secondary Boarding School in Lam Dong province.
Thuan An is a disadvantaged border commune of Lam Dong province. From July 1, the commune was established on the basis of merging the entire area and population of the two communes of Thuan An and Dak Lao (old), with a natural area of about 315.8 km2, a border of 60.125 km, adjacent to the Kingdom of Cambodia. The whole commune has more than 22,000 people with 16 ethnic groups living together, of which ethnic minorities account for 20%. In recent years, despite the great attention of the Party and the State, the material facilities for education are still lacking, not ensuring the needs of teaching and learning.
Thuan An primary and secondary boarding school will be built in Dak Thuy village with an area of 5 hectares, with a scale of more than 1,000 students, including 36 classes including 21 primary classes and 15 secondary classes. The total investment is more than 225 billion VND.

In Vinh Gia commune, An Giang province, Deputy Prime Minister Bui Thanh Son attended the groundbreaking ceremony for the construction of Vinh Gia Primary and Secondary Boarding School.
Vinh Gia Primary and Secondary Boarding School was formed on the basis of merging Luong An B Primary School and Luong An Tra Secondary School.
The school is built on an area of 4.29 hectares, with an investment scale of 45 classrooms, meeting the learning needs of 1,500 students, and boarding for about 600 students.
The project is implemented in the form of new construction investment combined with renovation and upgrading of some existing items, with a total estimated investment of more than 186 billion VND.
Upon completion, the student population at both levels is expected to increase by about 20-30% from 1,069 students in the 2025-2026 school year.

Deputy Prime Minister Nguyen Chi Dung attended the groundbreaking ceremony for the construction of Minh Tan Primary and Secondary Boarding School in Tan Son village, Minh Tan commune, Tuyen Quang province. Also attending the event were Provincial Party Secretary Hau A Lenh; Deputy Minister of Finance Nguyen Duc Tam; and Deputy Head of the Government Office Trinh Manh Linh.
The school has a scale of 45 classes (including 25 primary classes and 20 secondary classes), serving 1,574 students, with a total planned construction area of 41,651m2. Infrastructure connection conditions such as traffic, electricity, domestic water, information... of the project are assessed as guaranteed and the risk of insecurity, potential landslides and flash floods is very low.
The form of construction investment is to expand and renovate Minh Tan Primary School. The expected completion date is before August 30, 2026.

Minh Tan Primary and Secondary Boarding School aims at an advanced and modern educational model, ensuring quality standards according to regulations of the Ministry of Education and Training, meeting the learning needs of students in border areas and ethnic minority areas.
The school is organized in a way that is interconnected, stable and unified between two levels of education in the same modern, friendly educational environment, with synchronous investment in facilities, teaching equipment and a team of highly qualified staff, teachers and employees.

The establishment of the school contributes to improving the quality of comprehensive education in ethics, intelligence, physical fitness, and aesthetics, forming a class of students with the capacity and skills to integrate, become useful citizens, and adapt to the requirements of the times. At the same time, this model is a highlight in the socialization of education, creating a driving force for the development of education and training in Tuyen Quang province, in line with the socio-economic development orientation of the locality in the current period and the following years.
Along with that, it is necessary to ensure that the team of teachers and staff is sufficient in number, meets the standards of qualifications, and meets the requirements of teaching and management according to regulations; synchronously invests in facilities and teaching equipment, ensures conditions for organizing comprehensive educational activities; builds an advanced, interconnected, and friendly learning environment, creating favorable conditions for students to develop comprehensively and integrate.
On the morning of November 9, Tuyen Quang province started construction of a total of 05 schools in border communes.

At Dak Lak bridge, Deputy Prime Minister Mai Van Chinh attended the groundbreaking ceremony for the construction of a primary and secondary boarding school in Ia Rve commune, Dak Lak.
The school was upgraded and expanded from Nguyen Thi Dinh Secondary School with a current land area of 14,500 m2 (one side adjacent to National Highway 14C, one side adjacent to Ia Rve Commune People's Committee, next to it is an empty land planned for auction, area 30,280 m2, the area can be adjusted to become educational land to build the school and does not have to compensate or clear the site. The total land area for building the school after adjustment will be 44,780 m2; behind is currently also empty land, planned for traffic roads and rural residential land, so it can still be expanded to ensure an area larger than 50,000 m2. The total investment of the project is 185 billion VND.
Scale of more than 990 students, 37 classes; in which: Primary level is 550 students, with 25 (625 students) classes, secondary level is 440 students, with 12 (420) classes; number of students boarding at the school is about 240 students, the remaining students are semi-boarders; organize lunch at school for all students of the school and lunch break for semi-boarders.
Investment contents include the following items: Learning and learning support area: building 25 new primary school classrooms, 12 secondary school classrooms, 11 subject classrooms, teachers' rooms, educational equipment and restrooms; administrative and auxiliary areas; student dormitory, teacher service area; physical training area, cultural and artistic activities area; living service area; experience and production area: building new school gardens and experimental gardens to serve experience, production and production activities for students.
After completion and putting into use, the commune will bring all students and teachers of Nguyen Dinh Chieu Primary School and Chu Van An Primary and Secondary School to teach and study at the primary and secondary boarding school.

In Muong Khuong commune, Lao Cai province, Deputy Prime Minister Pham Thi Thanh Tra attended the groundbreaking ceremony for the construction of four inter-level boarding schools in border communes of Lao Cai province.
Previously, in order to implement Resolution No. 298/NQ-CP dated September 26, 2025 of the Government, Lao Cai Provincial People's Committee issued Decision No. 1478/QD-UBND dated October 16, 2025 approving the list of special public investment projects for 4 primary and secondary boarding schools in A Mu Sung, Y Ty, Muong Khuong and Pha Long communes.
According to the approved project, the scale of the schools invested in construction on land funds from 6.2 ha - 8.6 ha ensures teaching and learning conditions for 1,000 - 1,200 students/school, with a total investment of 945 billion VND for 4 schools.
All four boarding schools are designed in a modern style, but still bear the strong imprint of the local ethnic identity, with synchronous investment from classrooms, principal's house, dining hall, dormitory, official housing for teachers, multi-purpose hall and other essential infrastructure.
In particular, all schools are being researched to invest in hot water systems to serve teachers and students in the cold season. The contractors selected for construction are all qualified contractors with a lot of experience in and outside the province.
On this occasion, Deputy Prime Minister Pham Thi Thanh Tra presented 200 gifts to 200 disadvantaged students in Muong Khuong, Pha Long, Y Ty and A Mu Sung communes, encouraging them to overcome difficulties and strive to excel in their studies.
Also on the occasion of the upcoming Vietnamese Teachers' Day, November 20, the Deputy Prime Minister presented gifts to Muong Khuong Kindergarten, Muong Khuong commune, showing deep concern for teachers and students in the mountainous region.
Along with that, the Vietnam Bank for Agriculture and Rural Development donated 4 computer rooms worth 1 billion VND to 4 schools in the communes of Muong Khuong, Y Ty, Pha Long and A Mu Sung.

Attending and speaking at the groundbreaking ceremony at the Hua Bum Boarding School, Dao San Commune, Lai Chau Province, Minister of Education and Training Nguyen Kim Son said:
On July 18, 2025, the Politburo issued Conclusion No. 81-TB/TW on the policy of investing in building boarding schools in border communes. This is a major decision with profound political, social and humanistic significance, demonstrating the special attention of the Party and State to people in the border areas of the Fatherland, especially teachers and students. This is a key and urgent political task in socio-economic development and implementing the policy of great national unity to improve people's knowledge, train human resources, create a source of local cadres in border areas, care for the material and spiritual life of people in border areas, contributing to strengthening national defense and security.
With the close direction of the Politburo, headed by General Secretary To Lam; the direction and administration of the Government and Prime Minister Pham Minh Chinh; the effective coordination of central ministries, branches and Party committees and local authorities at all levels; the support of the people from all walks of life; the determination of the Ministry of Education and Training and the close coordination of the Ministries of Finance, Construction, Agriculture and Environment, National Defense, Public Security, Ethnicity and Religion, the task of building schools for border communes has been implemented quickly, synchronously, effectively and is operating in the right direction, responding to the Politburo's policies and the Government's Resolution, and the Prime Minister's direction.
In carrying out the assigned tasks, the Ministry of Education and Training has proactively coordinated and guided 22 provinces and cities with land borders to organize reviews, determine needs, select, develop investment plans, prepare sites and conditions for investment in building inter-level boarding schools. To date, the Prime Minister has approved the investment portfolio of 100 schools, arranged and allocated capital; localities have been very active in implementing to complete the task before the opening of the 2026-2027 school year.
In the list of 100 schools that started construction this year, up to now, 28 schools have started construction and are urgently under construction. Today, we attend the groundbreaking ceremony for the remaining schools. This is not only a very big event for the industry, for the border provinces and cities, but also a national event, an event of profound political and humanistic significance.
The 100 inter-level boarding schools invested in construction are projects implemented in the first phase of a total of 248 schools in 248 border communes. This is a large-scale project, built synchronously and modernly, meeting the needs of studying, living, boarding and semi-boarding for students and public housing for teachers; providing a comprehensive educational and training environment. The total investment is nearly 20 trillion VND, from the central budget.
Schools are invested in a large, synchronous, modern scale, meeting the needs of education, living, training of morality, intelligence, physical fitness, and aesthetics, with the goal of comprehensive development for learners; have a system of facilities that reach the highest level (level 2 according to current regulations, some criteria exceed level 2 such as space and area). Currently, there are many other general schools across the country that have not met these standards.

Minister Nguyen Kim Son said that, along with investing in school construction, the Ministry of Education and Training is currently presiding over and coordinating with ministries and branches to develop documents regulating policies for students and teachers; regulations on the operating regulations of inter-level boarding schools; preferential policies, recruitment and use of teachers; career guidance policies, selection of local cadres from students studying at inter-level boarding schools and many other synchronous policies, ensuring that the schools are models and great hopes of the Party, State, localities and people in border communes.
The policy of building inter-level boarding schools in the mainland border communes is to best and most fully meet the needs of studying, training, living and comprehensive development of students, with the expectation that they will become owners with enough capacity and qualities to make decisions in the cause of building, developing and protecting the Fatherland, and directly, more than anyone else, in the border areas, their own homeland.
The schools are invested to meet the needs of studying, boarding and semi-boarding of high school students in the border communes, regardless of the subjects. All high school students in the border communes are entitled to boarding and semi-boarding policies.
With a spacious, synchronous, modern, sustainable and highly secure infrastructure system, the Party, State and Ministry of Education and Training expect this to be a breakthrough, a fundamental and comprehensive change for education in border areas; affirming the special attention and care of the Party and State for areas with many difficulties, narrowing the regional gap, ensuring fairness in access to education in Vietnam.
Currently, the construction of schools in land border communes is being accelerated, in a short time, initially, we have achieved certain results. To continue to complete the tasks, meet the set goals and plans, the Ministry of Education and Training recommends: Ministries and branches continue to actively coordinate with the Ministry of Education and Training in the implementation process; continue to arrange sufficient investment capital in 2026; localities focus on organizing and implementing construction to ensure safety, quality, complete on schedule and fully prepare conditions for teachers, facilities, implement enrollment for operation and use immediately after investment is completed before the school year.
On behalf of the leaders of the Ministry of Education and Training, Minister Nguyen Kim Son thanked the Politburo, General Secretary To Lam, Prime Minister Pham Minh Chinh, and other Party and State leaders for their attention and direction in building schools for border communes; thanked local leaders and people for actively preparing and supporting the construction of schools; thanked agencies, units, organizations and individuals for joining hands, accompanying and supporting the cause of education development in general and the organization of today's groundbreaking ceremony.
The program to build 100 inter-level boarding schools in border communes (phase 1, 2025 - 2026) under the investment policy to complete the construction of 248 schools in border communes) is a key and important task, concretizing the policy of the Politburo and the Government on developing education in disadvantaged areas, narrowing the regional gap, creating equality in access to education and contributing to strengthening social security, developing the economy - society and maintaining national security and defense in border areas. The total investment cost for building 100 schools is nearly 20,000 billion VND.
