In particular, with the draft resolution of the National Assembly (NA) on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development, the Committee on Culture and Society (hereinafter referred to as the Committee) agreed with most of the content, and at the same time agreed with the Government's proposal to submit the resolution to the NA for promulgation according to shortened procedures.

According to Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, after the Politburo issued Resolution 71 on breakthroughs in education and training development, the Government agreed with the proposal of the Ministry of Education and Training that it is necessary to have a resolution of the National Assembly to promptly, fully and effectively institutionalize the viewpoints, goals, tasks and solutions set out in Resolution 71. In the latest version, the Ministry of Education and Training proposed 6 major policies: human resource development; cooperation in program development; digital transformation and science and technology in education and training; autonomy in international cooperation; support for learners and training of high-quality human resources; investment incentives for education and training.
However, the Committee recommends that the Ministry of Education and Training continue to thoroughly review to fully institutionalize the contents of Resolution 71 such as: completing the construction of a network of boarding schools; expanding the university preparatory training system; encouraging and planning the construction of high-tech urban areas - universities; promoting the model of innovative universities, researching the merger of research institutes with university educational institutions; building a legal framework to form a funding fund for educational institutions to mobilize community capital; prioritizing credit capital for education and training development projects...
Regarding some specific contents, the Committee agrees with the regulations on recruitment, reception, mobilization, transfer, and secondment of human resources in the education sector; however, it is recommended to consider regulations on arrangement, assignment, and change of job positions for these personnel, ensuring feasibility in practice; at the same time, specify the monitoring, inspection, and periodic reporting mechanisms to ensure transparency and fairness in recruitment, mobilization, and transfer of educational personnel.
The Committee also approved the regulation on decentralization and delegation of authority to the Chairman of the People's Committee at the commune level in recruiting and managing educational personnel. However, the Ministry of Education and Training considered clearly stipulating the conditions of application and the monitoring mechanism to avoid the risk of negativity and localism; at the same time, it proposed to continue researching and stipulating decentralization and authorization for public preschool, general education and continuing education institutions to recruit and receive educational personnel if they meet the conditions and capacity to do so according to regulations.
Agreeing on the mechanism of granting autonomy to universities and vocational training institutions that have implemented autonomy, the right to decide on the level of additional income for teachers, civil servants and employees paid from legal sources outside the state budget. However, the Committee requested the Ministry of Education and Training to study and stipulate a control mechanism to avoid abuse and commercialization of educational activities.
With the policy of supporting learners and training highly qualified human resources, the Committee agrees to expand the preferential credit loan mechanism for learners in need and recommends that the Ministry of Education and Training study and prescribe a mechanism to allow diversification of mobilized capital sources for lending; prescribe a mechanism to prioritize additional capital sources for policy banks from annual budget revenue increases so that learners in need can access loan capital sources.
Regarding the national key program for full-time doctoral training, the Committee basically agrees with the policy but needs to clarify the relationship of this program with the programs and projects being implemented.
