The plan sets out the following goals: Perfecting the management and operation apparatus of the OCOP program, ensuring unified and effective operations, with close coordination between the government and organizations; reviewing, selecting, developing and upgrading at least 8 potential products to participate in the OCOP program in 2025, striving to have at least 6 products evaluated and classified by the Provincial People's Committee to achieve 3 stars or higher; maintaining and upgrading OCOP products that have been certified in previous years. At the same time, strengthening propaganda, training and guidance for production entities to raise awareness, management skills, brand building and product quality standards; promoting trade promotion activities, advertising and connecting consumption of OCOP products, gradually forming a network of typical products of Van Ninh commune associated with the OCOP program of Khanh Hoa province.

The subjects of implementation are tourism products and services of local origin, with cultural values and advantages of the locality; especially regional specialties, tourism products and services based on strengths and advantages of natural conditions, raw materials, knowledge and indigenous culture. Products are divided into 6 groups, including: Food group; Beverage group; Medicinal products and products from medicinal herbs group; Handicraft products group; Ornamental products group; Community tourism products and services group, eco-tourism and tourist attractions.
