Focus on connecting supply and demand
Mr. Nguyen Thanh Son - Deputy Director of the Department of Home Affairs said that the whole province currently has nearly 1.9 million people, of which the labor force aged 15 and over is more than 1 million people, accounting for 53.7%. Each year, the province has about 15,000 - 20,000 people entering working age. This is an abundant source of human resources, contributing to meeting the development needs of the locality. The rate of trained workers has so far reached more than 80%, of which 32% have degrees and certificates. Each year, there are about 2,000 newly established enterprises in the province. Currently, there are nearly 15,000 enterprises and more than 96,000 individual economic establishments operating, employing about 350,000 workers. The number of enterprises, production and business establishments increases, leading to an increase in labor demand. Since the beginning of 2025, more than 3,400 businesses have registered to recruit through the Provincial Employment Service Center with a total demand of more than 34,000 workers. At the same time, there are more than 22,800 job seekers, of which 54.5% are unskilled workers, 36.5% have college or university degrees or higher.

To connect labor supply and demand, since the beginning of the year, the Provincial Employment Service Center has organized 138 job fairs, including 99 online ones, attracting 647 businesses and nearly 4,600 workers. As a result, more than 3,800 people were interviewed and 530 were selected or invited to continue recruiting. The center has also provided job counseling to more than 24,500 people and successfully introduced jobs to more than 3,300 workers. The work of sending workers to work abroad under contracts continues to be promoted, since the beginning of the year, 509 workers have gone abroad. Along with that, the province has deployed the DOLAB-JICA platform to help workers access information on foreign jobs transparently, conveniently, without intermediaries.
In addition, the province has built a job database linked to the National Population Database; put into operation the electronic information page thongtinvieclamkhanhhoa.vn and an online job exchange. This system not only helps employees easily access recruitment information, but also supports businesses in finding suitable human resources, contributing to improving market transparency. These efforts show that the province always focuses on building a highly connected labor market, quickly adapting to fluctuations, gradually forming a digital labor ecosystem. The labor structure has shifted positively, the rate of workers with stable jobs has increased, while the unemployment rate remains low.
Towards digitalizing the labor market
In order to build a modern, transparent and sustainable labor market, the Provincial People's Committee has directed the Department of Home Affairs and relevant departments and branches to study and cooperate with JANZZ.technology Company (Switzerland) to implement the JANZZilms! Integrated Labor Market Solution Project. Mr. Stefan Winzenried - Founder and CEO of JANZZ.technology Company shared that when the project is implemented, it will support the locality to transition to operating a comprehensive, long-term and sustainable labor market system. At the same time, it will achieve 4 goals: Connecting labor supply and demand based on real-time data, minimizing unemployment and local labor shortages; supporting employees to improve their skills and career orientation in accordance with the actual needs of the market; enhancing the capacity to forecast and plan labor market policies for management agencies through data collection and analysis; creating an ecosystem connecting businesses, training facilities and employees. The project is 100% funded by JANZZ.technology Company with a total value of 300,000 USD; the local side does not have to bear any financial risks but needs to contribute counterpart resources in kind (participating personnel and data).

The project's special feature is the ability to integrate big data from recruitment, training and business channels. Thereby, creating a comprehensive picture of human resource needs in real time. This solution not only helps the government manage effectively, but also creates conditions for businesses to find suitable human resources, and for employees to access jobs more accurately. When successfully implemented, Khanh Hoa will be a pioneer in applying a digital labor market model with integrated artificial intelligence (AI), opening up a new direction in local human resource management - a key factor in attracting investment and developing a knowledge-based economy. Cooperation with foreign partners not only helps the province access advanced human resource management technology, but also affirms its determination to comprehensively transform digitally in the field of labor and employment.
Mr. Nguyen Thanh Son said that in the coming time, the Department will advise the Provincial People's Committee to establish a working group to have specific and in-depth discussions with JANZZ.technology Company on the JANZZilms! Integrated Labor Market Solution Project. On that basis, the working group will report to the People's Committee for consideration and decision. With a flexible, modern, effective, sustainable direction, integration is the key to help the locality become a model for developing a smart labor market, putting people at the center of all development policies.
