Deputy Prime Minister Bui Thanh Son: Making An Giang a strategic connection center for the Mekong Delta region

On the afternoon of November 9, at the Oc Eo Cultural Relic Management Board (An Giang province), the Central Working Delegation led by Party Central Committee member, Deputy Prime Minister Bui Thanh Son worked with the Standing Committee of An Giang Provincial Party Committee on the socio-economic situation, national defense and security and the implementation of the 2-level local government model in the province.

An Giang: A bright spot in business and service growth

Chairman of the An Giang Provincial People's Committee Ho Van Mung reported to Deputy Prime Minister Bui Thanh Son on the socio- economic development, national defense, security and the implementation of the local government model. He affirmed that the province's socio-economic indicators all grew strongly compared to the same period last year. The budget revenue has reached over 80% of the estimate, ensuring the basic completion of the year's target. However, the province also faces the same difficulties as the whole country in terms of revenue from land use, related to the issue of land price determination.

The highlight is the development of enterprises. By October 2025, the whole province had established nearly 3,500 new enterprises, with a total registered capital of nearly 27,000 billion VND. Both the number of enterprises and the capital increased significantly compared to the same period last year (up 56.48% in number and 65.72% in capital).

Regarding the disbursement of public investment capital, the capital assigned by the Prime Minister since the beginning of the year has reached over 58%, and the additional capital has reached over 50%. Although this level is not equal to the national average, if not counting additional capital sources for large projects, the disbursement rate has reached about 70%. The province is committed to striving to achieve the Government's direction on capital disbursement this year.

Deputy Prime Minister Bui Thanh Son gave a speech at a working session with the Standing Committee of the An Giang Provincial Party Committee.

Provincial leaders frankly acknowledged common difficulties and problems such as site clearance and the interruption of investor transfer after the merger of administrative units. However, these difficulties have been focused on solving, creating momentum for accelerating disbursement from now until the end of the year.

According to Chairman of the An Giang Provincial People's Committee Ho Van Mung, An Giang has seriously implemented the breakthrough resolutions of the Politburo. In particular, the province has focused on governance and management through the two-level local government model and identified two key areas for digital transformation, striving to be among the top in the country: education and health.

At the same time, scientific research and application of high technology in production, especially high-tech agriculture, is also a priority to promote the province's strengths.

Regarding social security, the health insurance coverage rate reached 95% of the set target. The poverty rate after the merger was 1.27% (equivalent to 12,736 households) - a relatively low level compared to the whole country. The province continues to focus on sustainable poverty reduction.

Comrade Ho Van Mung emphasized that An Giang is an important national area with a long contiguous border, so the province always focuses on solutions to ensure political security, order, social safety and border security.

Regarding the two-level local government model, comrade Ho Van Mung said that 102 communes, wards and special zones have been operating smoothly, in which the public administrative service center is fully equipped with means and equipment, ensuring quick and effective service to the people.

Making An Giang the driving force for development in the Mekong Delta region

Deputy Prime Minister Bui Thanh Son praised the province's efforts and gave many important instructions to create new development momentum, turning An Giang into a strategic connection center of the Mekong Delta region.

The Deputy Prime Minister highly appreciated An Giang for its efforts to maintain a stable and high growth rate in the context of general difficulties, especially in the two pillars of industry and fisheries. As one of the major provinces in the region, An Giang has succeeded in stimulating production, maintaining high product prices, and creating a large supply chain.

The Deputy Prime Minister noted that the province's service growth rate reached 14% compared to last year, showing that the potential for tourism and trade exploitation is still very large. In addition, the province has achieved positive results in disbursing public investment capital, reaching nearly 40% of the plan, a decisive factor to improve economic growth capacity.

Regarding key tasks, the Deputy Prime Minister emphasized that An Giang needs to identify growth targets that must contribute significantly to the overall goals of the country. He asked the province to focus on directing the acceleration of the implementation of key public investment and infrastructure projects, which must be effective, have clear objectives, and avoid waste.

The province urgently studies the implementation of the new provincial planning after it is approved, with the vision of making An Giang a dynamic and comprehensive development engine in the Mekong Delta, playing a strategic role in connecting border economy, agriculture and tourism. The Deputy Prime Minister requested the province to form a closed value chain from production to processing, expand exports, especially strengthen trade relations with neighboring countries. Continue to direct the smooth operation of the two-level local government model, ensuring no disruption; promote administrative procedure reform to better serve people and businesses.

Regarding climate change response, the Deputy Prime Minister asked the province to soon complete projects to prevent flooding and landslides; and provide information on special mechanisms being submitted to the National Assembly, allowing localities to proactively handle these urgent issues with the central budget.

Previously, a working delegation led by Deputy Prime Minister Bui Thanh Son conducted a field survey at the Oc Eo - Ba The National Special Relic Site to comprehensively assess the current status and promptly direct the acceleration of the completion of the dossier to submit to UNESCO for recognition of Oc Eo - Ba The as a world heritage site.
