However, some areas still lack synchronization in legal basis and human resources, affecting the effectiveness of implementation. Some old communes before merging were far from the new commune center, more or less affecting the activities of local authorities.

Communes and wards recommend that the province consider mobilizing civil servants with qualifications and expertise suitable for the job positions that are lacking; and increase the number of staff at the commune level.
At the same time, communes and wards are requested to consider increasing salaries for commune-level civil servants and public employees and village-level allowances corresponding to the level, responsibility and volume of assigned work; strengthen inspection and supervision, and promptly remove difficulties for grassroots levels in the process of implementing professional tasks.

At the meeting, Project Management Board No. 3 and some communes and wards reported on the implementation of key projects. Currently, the average disbursement of key projects has only reached 15%.

Low disbursement is mainly due to problems in site clearance, thin workforce, ineffective propaganda and mobilization work; loose land management and planning that have had to be adjusted many times.
Some projects lack earth fill materials, have no price quotes for filling materials, and overlap bauxite planning, requiring assessment of mining efficiency before recovery. The prolonged rainy season has also disrupted project construction.

During the meeting, the Vice Chairmen of the Provincial People's Committee requested that communes and wards proactively remove difficulties and obstacles; and at the same time propose solutions to issues beyond their authority. In particular, after 4 months of operating the 2-level local government model, the Department of Home Affairs needs to evaluate good models and creative ways to spread widely.

The provincial People's Committee leaders also requested communes and wards to review, arrange and assign staff appropriately, "in the right role and with the right knowledge". Concluding the working session, comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requested that communes, wards and units need to be determined, resolute and make efforts to overcome difficulties and successfully complete all tasks set out in 2025, contributing to the overall achievements of the province.

Regarding the two-level local government, the Chairman of the Provincial People's Committee suggested that it is necessary to frankly acknowledge that, compared to other communes and wards in the province, the communes and wards in the West do not lack people, but only lack workers. In terms of conditions, Quang Hoa commune is more disadvantaged and difficult than other communes and wards, while the travel distance is far and arduous. Therefore, it is necessary to pay attention and share with Quang Hoa commune; arrange capital for the locality to build living and resting places for cadres and civil servants living far away. Regarding the decentralization of cadre management, there will be a document in the near future for communes and wards to implement.

Regarding the establishment of the Commune-level Investment Project Management Board, there are currently about 34 communes, wards, and special zones registered for establishment. However, localities need to consider resources, capital sources, investment capacity, and who will be the project investor to ensure transparency, and the province will not make any adjustments.
Regarding the construction sector, the Department of Construction needs to re-evaluate and re-analyze the planning. If there are still problems, it will be difficult to attract investment projects. Therefore, it is necessary to be determined and resolute to solve the problem.

One issue that President Ho Van Muoi emphasized is that traffic in many places is currently deteriorating and damaged. Many roads go through many different areas, so there is a situation of "no one cares about the common father". Therefore, localities need to coordinate and resolutely implement in the spirit of "doing the easy first, doing the difficult later" to put into practice in the medium term.
Regarding the cultural field, localities need to be proactive in organizing cultural, artistic, physical education and sports activities, not waiting for the province in everything. At the same time, focus on building a smart broadcasting system to serve information and propaganda work.

Regarding the real estate headquarters, especially the surplus headquarters after the rearrangement, comrade Ho Van Muoi requested to strengthen management and preservation to avoid degradation, loss, and damage. Any unit in need should make a specific document for the province to consider. Facilities serving cultural activities that are not of a large scale should be handed over to the commune level for management.
Site clearance work, especially key projects and works, needs to be accelerated and implemented with determination and resoluteness.
Regarding allowances for village and hamlet level cadres, comrade Ho Van Muoi said that without better allowances, increased responsibility money, and machinery support, it would be difficult to operate. Because this is an important force, especially at the present stage when the workload of village level cadres is quite large. Therefore, relevant levels and sectors need to pay attention and consider to have appropriate support mechanisms, encourage and motivate village level cadres in their activities.
