The "key" to land clearance in Duong An commune

Thanks to "skillful mass mobilization", Duong An commune has become a bright spot in site clearance work.

During the process of propaganda and mobilization for land clearance, comrade Do Van Nam, Party Cell Secretary and Head of Phu Khe village (right) regularly grasped the thoughts and aspirations of the people.

People-centered

In Duong An commune, there are currently many key projects such as: the investment project to build provincial road 394B (the section connecting provincial road 395 to the North - South axis of the old Thanh Mien district); the resettlement project of Lao Cai - Hanoi - Hai Phong railway and the dredging and reinforcement project of Sat - Phu irrigation canal.

The total area of ​​land to be recovered and compensated for these projects is about 9.5 hectares, involving more than 100 households. However, the progress of site clearance always meets requirements, with some projects completing 100% of the volume ahead of schedule.

To achieve this result, the Party Committee and the government of Duong An commune identified mass mobilization as a key task. All policies and strategies are implemented according to the motto: "People know, people discuss, people do, people check, people benefit".

The commune leaders always pay attention, closely listen to the thoughts and aspirations of the people, considering this as the basis for mobilizing, persuading and resolving problems right at the grassroots level.

Mr. Nguyen Ngoc Quan, Vice Chairman of Duong An Commune People's Committee said: "Land clearance is not only a matter of planning and compensation, but first and foremost a matter of the people's hearts. Only when the people agree will everything go smoothly, quickly and effectively."

In Duong An commune, the spirit of “party members go first, the country follows” is not just a slogan but has become a concrete action. As soon as the project was implemented, the commune Party Committee directed the Party cells to review and assign cadres and party members to be directly responsible for and closely monitor each village and each household whose land was recovered.

Many cadres and party members who have large areas of land clearance have been exemplary, voluntarily complying, creating trust and spreading positivity among the people. The exemplary role of cadres and party members has contributed positively to removing many bottlenecks in land clearance.

In the implementation of the Lao Cai - Hanoi - Hai Phong Railway Resettlement Project, Duong An commune has an area that must be cleared related to 18 graves of some households in Phu Khe village.

The commune leaders proactively directed the village cadres to meet and discuss directly with households whose graves had to be relocated to grasp their wishes and agree on a plan to relocate these graves next to Phu Khe village cemetery, ensuring planning and convenient visits. Mr. Do Van Nam, Party cell secretary and head of Phu Khe village, said: “This is a sensitive matter, because it is related to the feelings and spirituality of each family. We determined that we had to mobilize the people with our hearts, gently explaining so that people would understand that this is a common policy, a necessary thing for the locality to develop. During the implementation process, the women's association, the veterans' association, etc. all participated in the mobilization, going to each household whose graves had to be relocated to propagate. Thanks to good propaganda and mobilization, all households agreed.”

The consensus of the people is the clearest proof of the effectiveness of skillful mass mobilization work. Mr. Nguyen Van Chien, in Phu Khe village, shared: “My family has 2 graves located in the area that must be cleared. I was also worried when I heard that the graves had to be relocated. But the commune and village officials came to my house and explained clearly, so I felt secure and agreed with the local plan. We are also excited because the project in the area will contribute to promoting local development."

Democracy and openness

When some households still had questions about the origin of the land, compensation and support prices, the commune leaders organized direct dialogues and directed specialized departments and offices to review and verify.

Before organizing meetings and dialogues, the commune leaders proactively grasped the aspirations and thoughts of the people. The organization of meetings and direct dialogues was organized flexibly and openly, explaining specifically about compensation policies, resettlement support, land prices, and relocation plans, helping people understand their rights and obligations. All questions were answered promptly, publicly, and transparently.

In the Provincial Road 394B Construction Investment Project, Duong An commune has 45 households whose residential land must be recovered, of which 22 households must relocate and resettle. Thanks to good mass mobilization work, by October 30, all 45 households completed land inventory, 40 households had their land use origin confirmed, and 22 households agreed to sign a record to determine resettlement locations in the new residential area of ​​Luoc Vac.

Compensation plans and specific land prices are publicly listed and receive high consensus.

Land clearance is always a sensitive and complicated field. However, with the consensus of the people and flexible and creative ways of doing things, Duong An commune proves that skillful mass mobilization is the "key" to opening the way for development.

The success in Duong An commune is also a vivid demonstration of the effectiveness of the two-level local government, when the authority, responsibility and management capacity are strengthened at the grassroots level. It is also the result of skillful mass mobilization work, placing the people at the center, as Uncle Ho once advised: "With skillful mass mobilization, everything will be successful".

At the Lao Cai - Hanoi - Hai Phong Railway Resettlement Project, Duong An commune has more than 35,000 m² of agricultural land to be recovered, involving 39 households. Thanks to the synchronous coordination, 100% of households agreed to hand over the site, helping the commune complete the site clearance work on October 28, earlier than planned.
