Reporting at the meeting, Mr. Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment, said that the province currently has an excess of landfill materials. Accordingly, the volume of landfill materials licensed by the province for the Bien Hoa - Vung Tau expressway project is more than 5.5 million m3 , higher than the demand. The Ring Road 3 - Ho Chi Minh City section passing through Dong Nai province has been licensed for more than 168 thousand m3 . The projects to expand the Ho Chi Minh City - Long Thanh expressway, the Ben Luc - Long Thanh expressway and roads 25B, 25C have also been licensed for landfill materials according to demand.
The current problem is that in the past, project management boards and contractors have not coordinated with mine owners to exploit the source of fill material as the cover layer in the quarries, which affects the stone exploitation. The Department of Agriculture and Environment recommends that the Provincial People's Committee notify investors and project management boards that in case of need for fill material, they must work with the mines before November 15, 2025 to use fill soil at the quarries.

Regarding construction stone, up to now, the Provincial People's Committee has basically allocated enough to meet the needs of investors and project management boards. However, the implementation of allocation is still slow, and some projects have additional needs.
Accordingly, the Long Thanh International Airport project this year needs about 4.9 million m³ of various types of stone. The Provincial People's Committee has allocated enough volume to each contractor and package, to each quarry, but the progress of signing contracts and receiving materials for the construction by the contractors is still slow.
Component 1 of Bien Hoa - Vung Tau Expressway has been allocated more than 1 million m³, nearly 99% of the contract has been signed, but only about 40% has been brought to the construction site and more than 230 thousand m³ of various types of stone have been generated. Component 2 of Bien Hoa - Vung Tau Expressway has been signed 92%, but only about 70% has been brought to the construction site and more than 138 thousand m³ of various types of stone have been generated.

Component 3 project - Ho Chi Minh City Ring Road 3 section passing through the province needs more than 137 thousand m3 of various types of stone remaining. The Ho Chi Minh - Long Thanh and Ben Luc - Long Thanh expressway expansion project lacks about 220 thousand m3 of cement concrete stone. The Tri An hydropower plant expansion project needs about 500 thousand m3 of sand, filling materials and various types of stone.
Regarding additional sources, the Department of Agriculture and Environment has worked with mine owners to propose increasing mining hours and capacity according to a special mechanism to ensure sufficient material sources for the construction of key projects.

Concluding the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said that it is necessary to regularly review problems and monitor the results of construction material allocation in order to promptly resolve and make appropriate adjustments. This is an important solution to ensure progress and help projects complete on schedule.
The Provincial People's Committee leaders requested wards and communes to review and adjust planning related to mineral mines. The Provincial People's Committee Office reviewed and announced the list of key projects using materials under special mechanisms so that mines could grasp information and proactively provide them.
The Department of Agriculture and Environment coordinates with investors and mine owners to continue to allocate and adjust the volume of materials according to actual needs. The units: Department of Industry and Trade, Construction and Provincial Police, according to their assigned functions and tasks, strengthen control and ensure that materials are transported to the correct construction sites and projects.
