Proposal for 43,000 billion VND expressway connecting Lai Chau with Noi Bai

The Ministry of Construction has proposed that the Government consider assigning the People's Committee of Lai Chau province to preside over and coordinate with the People's Committee of Lao Cai province to prepare a pre-feasibility study report for the Bao Ha - Lai Chau expressway project. This project is expected to create a breakthrough in transport infrastructure for Lai Chau, one of the last two provinces in the country that does not have a connecting expressway.

According to Lai Chau province's proposal, investing in this expressway before 2030 is necessary to promote socio -economic development and remove traffic bottlenecks caused by complex steep terrain.

The Bao Ha - Lai Chau expressway project is outlined with basic technical parameters to meet long-term inter-regional transportation and connectivity needs.

Starting point: Direct connection to Hanoi - Lao Cai highway at IC.16 intersection, Bao Ha district.
End point: Ma Lu Thang border gate, Lai Chau province.
Total length: About 203 km.
Scale: 4 motor lanes and 2 emergency lanes.
Design speed: The first phase is expected to be 80 km/h.
Total estimated investment: About 43,040 billion VND.

Strategic importance and economic benefits

The formation of the Bao Ha - Lai Chau expressway is expected to bring many important benefits. The route will contribute to completing the national transport network, especially in the Northwest region, significantly shortening the travel time from Lai Chau and neighboring provinces to the capital Hanoi.

In addition, the project will help reduce transportation costs, enhance connectivity to Ma Lu Thang border gate, promote trade and promote the effectiveness of the existing Hanoi - Lao Cai expressway. The importance of national defense and security is also a key factor as the route helps increase mobility and protect the border.

Adjust progress compared to planning

According to the approved Road Network Planning for the period 2021-2030, with a vision to 2050, the Bao Ha - Lai Chau Expressway will have an investment process after 2030. However, due to the urgent need for development and removal of infrastructure barriers, the Lai Chau Provincial People's Committee has proposed to accelerate the project implementation progress before 2030.

The Ministry of Construction has expressed its agreement with this proposal, stating that early investment will create a strong driving force for the province's development. In addition, the Ministry also requested Lai Chau province to study a plan to upgrade and renovate National Highway 4D and National Highway 12 from the provincial center to Ma Lu Thang border gate to ensure infrastructure synchronization and meet immediate transportation needs.
