Faced with the complicated developments of storm Kalmaegi, on November 4, Chairman of the People's Committee of Dak Lak province Ta Anh Tuan signed and issued an Official Dispatch on proactively implementing a response plan for storm Kalmaegi and floods in the province.

Accordingly, it is required that: Heads of departments, agencies and branches of the province; Party Committee Secretaries, Chairmen of People's Committees of communes and wards organize monitoring, grasp the developments of storms and floods, regularly update the situation in the locality; focus on leadership and direction, review plans, be ready to immediately deploy measures to prevent, avoid and respond to storms and floods after storms with the motto "proactively from early, from afar", with the most determined spirit, anticipate the worst scenario, deploy measures to prevent, avoid and respond at the highest level to absolutely ensure the safety of people's lives, limit damage to people's and State's property, not to be passive or surprised in any situation.

The Party Secretary and Chairman of the People's Committee of coastal communes and wards mobilized the entire political system to take part, focusing on leading, directing, implementing, and urging the work of preventing, avoiding, and responding to storms and post-storm floods. In particular, urgently reviewing and counting all local vessels and vehicles operating at sea and along the coast; coordinating with relevant agencies by all means to inform ship owners and captains of vessels and vehicles still operating at sea about the developments and forecast of the storm's movement. At the same time, calling on and guiding vessels and vehicles to safe shelters; guiding and supporting the implementation of necessary measures to ensure the safety of vessels at anchorage.

Deploy as soon as possible measures to prevent and combat storms at sea, on islands, in coastal areas and on land, to limit damage to production, especially agricultural production in coastal areas.

Review plans, forces, and means to be ready to organize and deploy evacuation support and relocation of people in unsafe areas before the storm directly affects them and deploy response , rescue, and relief work when situations arise.

For inland areas, regularly and closely monitor forecasts and warnings about storms, heavy rains and floods on information channels to proactively inform the authorities and people in a timely manner, proactively prevent, avoid, and respond promptly to minimize damage, and prevent people from being unaware of natural disasters.

Direct the inspection, review, and timely detection of areas at risk of flash floods, landslides , and deep flooding, especially households and residential areas living in mountainous areas, steep slopes, along rivers, streams, and landslides, to proactively evacuate people to safety before floods occur. Prepare response plans for heavy rains, floods, flash floods, and landslides that may occur in the coming days, especially in areas warned of high risk.

Prepare forces, means, equipment, and necessities according to the "four on-the-spot" principle to respond to storms and widespread heavy rains that can cause localized flooding in low-lying areas.

Proactively organize and implement measures to protect production, inspect and review plans to ensure safety for the dike system, dams and reservoirs, downstream areas, especially vulnerable reservoirs, and works under construction or unfinished construction in estuaries, riverbanks and coastal areas.

Proactively organize the harvesting of agricultural products according to the motto "green house is better than old field" and harvest aquaculture areas to commercial size, minimizing damage.

Prepare plans to organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water, areas where landslides have occurred or are at risk of landslides.

The Chairman of the Provincial People's Committee directs the provincial departments, agencies, units and enterprises, according to their state management functions and tasks and assigned tasks, to proactively direct and coordinate with relevant agencies, units and localities to deploy timely and appropriate response plans to storms and heavy rains.
