
The Provincial Center for Testing Drugs, Cosmetics, and Food (formerly the Lang Son Pharmaceutical Testing Station) is a public service unit under the Department of Health. The Center's main tasks are: testing and research on drugs, cosmetics, food, raw materials, and auxiliary materials used in the production, processing, storage, distribution, and use of drugs, cosmetics, and food products, either through procurement, production, compounding, storage, distribution, and use, or through sampling for quality control and monitoring by drug, cosmetic, and food production and business establishments; developing testing methods; and providing technical, professional, and operational guidance on testing drugs, cosmetics, and food products to pharmaceutical, cosmetic, and food businesses in the province.
Ms. Trieu Thi Huong, Director of the center, stated: Given the continuous development of science and technology, the center always encourages and creates favorable conditions for its staff to update their knowledge and participate in scientific research, applying technical innovations and solutions to implement technological advancements in their tasks. In the period 2020-2025, the center has completed and implemented 10 basic-level research projects and 52 initiatives. This has gradually increased the total number of active ingredients that the unit can test each year. To date, the center has conducted research and testing on 398 active ingredients in various forms of pharmaceutical, cosmetic, and functional food samples.
Training and skill development are always emphasized, with the unit regularly sending staff to participate in training courses to improve their capacity in testing drugs, cosmetics, and food. Testing methods for medicinal herbs, traditional medicines, microorganisms, cosmetics, and food have been widely and effectively implemented, with many new active ingredients being tested, including many multi-component samples.
Annually, the center conducts inspections, monitoring, and sample testing at provincial hospitals, regional health centers, commune/ward health stations, and retail pharmacies in the province. In the past five years, the center has inspected, monitored, and sampled drugs, cosmetics, and food products, and provided guidance on self-inspection of drug quality and storage at 1,861 establishments. The number of samples tested for quality of drugs, medicinal herbs, and cosmetics consistently exceeded the assigned targets, reaching 156-295% of the annual plan.
The center has provided timely advice to the Department of Health on the management of quality of medicines, medicinal herbs, cosmetics, and food products in the province. From 2020 to the present, the center has recommended the recall of 150 substandard samples, with over 50 samples each in 2020 and 2021. In addition, the center has guided and promptly handled cases of businesses failing to meet the conditions for trading medicines, cosmetics, and food products, making a positive contribution to the quality management of these products in the province.
With the achievements made during the 2020-2025 period, the center received 5 commendations from the Chairman of the Provincial People's Committee and 1 commendation from the Minister of Health. In particular, in 2022, the center was honored to receive the Emulation Flag from the Ministry of Health and the Third-Class Labor Medal from the President of Vietnam for its outstanding achievements in its work from 2018 to 2022, contributing to the cause of building socialism and defending the Fatherland. The Provincial Center for Testing Drugs, Cosmetics, and Food was one of 10 outstanding collectives commended at the conference honoring exemplary advanced units in the provincial health sector for the 2020-2025 period.
