Customs Branch Region 3 'reached the finish line' early in collecting budget revenue

According to the report of the Customs Branch of Region 3, by the end of October 2025, the total budget revenue of the unit reached 66,710.5 billion VND, equivalent to 100.17% of the Government's estimate and increased by 21.2% over the same period in 2024. On average, the unit collected more than 7,000 billion VND per month. In which, the highest month reached more than 7,900 billion VND.

Revenue mainly comes from imported goods with high value and high tax rates. Specifically, the group of completely built-up cars increased by 34.4% in tax, contributing an additional 3,479 billion VND; machinery and equipment increased by 28.5%, equivalent to 2,841 billion VND; auto spare parts increased by 130% in tax, increasing the tax payable by 325 billion VND...

The new peak in budget revenue in 2025 is the result of the unprecedented drastic participation of units in charge of collecting import and export taxes. With the motto "Taking people and businesses as the center of service", the Customs Branch of Region 3 always accompanies and shares the difficulties of businesses, focuses on promoting administrative procedure reform, improving the investment and business environment, removing difficulties, obstacles, and inadequacies in policies and administrative procedures to promote rapid and sustainable development of businesses. Especially after organizing the apparatus according to the 2-level local government model, ensuring smooth and effective import and export operations without interruption or congestion is always a key task that the unit focuses on.

Along with that, the Customs Branch of Region 3 synchronously deployed many solutions, such as: Innovating management and operation methods; strongly applying science - technology and digital transformation in all fields; proactively building budget collection scenarios for each month, quarter, and year to flexibly adjust solutions to suit reality.

The unit deploys 24/7 screening during loading and unloading at ports equipped with mobile scanners, contributing to reducing administrative procedure time and costs. Along with that, promoting the application of science and technology in customs supervision, using customs operations systems, camera systems to replace manual operations performed by civil servants...

Accelerate the implementation of reducing 30% of administrative procedures, 30% of time for performing administrative procedures, and 30% of compliance costs in the customs sector. In particular, the unit reviews and evaluates recommendations to reduce procedures among the 225 administrative procedures in the customs sector currently being implemented; reduce the rate of "red channel" and "yellow channel" declarations...

At the same time, the Department also regularly organizes conferences and dialogue seminars with businesses, especially businesses importing high-value, high-frequency goods to remove obstacles and facilitate customs clearance of goods...

Not only completing the 2025 budget early, the Customs Branch of Region 3 is also the leading unit in the North in terms of budget collection from import-export activities. On September 15, 2025, the Party Committee of the Branch issued Resolution No. 05-NQ/DU on State budget collection for the period 2025 - 2030, which sets out 2 targets and 9 key tasks and solutions, arousing the spirit of solidarity, innovation and creativity among all cadres, civil servants and employees.

Head of the Customs Branch Tran Manh Cuong affirmed: "Resolution 05-NQ/DU is not only a "compass" for the new period of budget collection, but also a commitment of all officers and civil servants of the Customs Branch of Region 3 to successfully implement the socio-economic development goals of the industry and the city.

Specifically, completing the budget collection target 75 days early is a key political task in 2025, contributing significantly to the overall results of the Vietnam Customs sector and the city in striving to achieve double-digit economic growth.
