After the merger, with an area of ​​48.92km², a population of more than 43,500 people in 33 residential groups, Thanh Thuy is considered a key area in the south of Hue city, with an important strategic position in the orientation of expanding urban space to the south. This place is gathering many large projects that have been and are being invested, creating a strong driving force for the socio-economic development of the area.

Secretary of the Party Committee, Chairman of the People's Council of Thanh Thuy Ward Ho Vu Ngoc Loi affirmed that the notable highlight in the process of operating the new model in Thanh Thuy is the synchronous combination of administrative reform and digital transformation. The "one-stop" and "one-stop" mechanisms are effectively maintained, helping people easily carry out administrative procedures. Online public services are increasingly expanded, creating favorable conditions for people and businesses to handle documents anywhere, anytime, contributing to saving time and costs, and improving the level of citizen satisfaction.

Thanh Thuy is a land rich in historical and cultural traditions, where many relics, religious structures and cultural institutions are preserved and promoted in community life. This is a special advantage to help the ward develop tourism , services and trade - areas identified as key areas in the development strategy of Hue city in the period 2025 - 2030.

Step by step to overcome difficulties

Ms. Ho Vu Ngoc Loi said that due to changes in organizational models, some legal regulations have not been guided and adjusted in a timely manner, leading to confusion when handling land-related records at the ward level. Specifically, regulations on land limits between communes (400m²) and wards (300m²) have not been unified, causing difficulties in resolving cases of conversion and granting land use right certificates.

In just a few months after the merger, the ward has received about 700 land records, including many complicated cases left over from the old Huong Thuy town. This pressure requires the staff and civil servants to work with a high sense of responsibility, in parallel with improving their professional qualifications and skills.

Site clearance for key projects has also encountered many difficulties. Some enforcement decisions have expired, land price determination and compensation coefficients are still inadequate; coordination between the city's specialized departments and offices is sometimes not really synchronized, affecting the progress of project implementation.

The team of specialized staff at the ward is still lacking and does not meet the requirements of the new model, especially construction civil servants, officers in charge of digital transformation and information security. The information technology infrastructure is not yet synchronized, the land management software has not been integrated with the public administration system, causing difficulties in receiving and processing online records...

Faced with these difficulties, the Party Committee, People's Council and People's Committee of Thanh Thuy Ward have proposed many synchronous and feasible solutions to remove obstacles, stabilize the organization and promote socio-economic development. First of all, the ward identified strengthening the leadership role of the Party Committee as a key factor. Party committees at all levels proactively followed the practical situation, pointed out the causes of each limitation, and proposed specific solutions. At the same time, promoted the combined strength of the entire political system, from the Fatherland Front to socio-political organizations to create consensus and unity among the people.

The government regularly contacts and dialogues directly and online with the people; listens to their thoughts and aspirations, thereby promptly resolving recommendations and reflections, contributing to strengthening trust and social consensus.

Administrative reform and digital transformation are identified as two pillars towards building a digital government, smart cities, with people and businesses as the center of service. Thanks to that, some initial results have been recorded: The time to process administrative records has decreased by 30% compared to before, the rate of online records at level 3 and 4 has reached over 70%, and the spirit of serving people has been significantly improved.
