According to the law, these enterprises must pay fees for mineral exploitation rights, pay resource taxes, and environmental protection fees to operate in accordance with the correct coordinates, area, depth, reserves, and permitted capacity. At the same time, they must set up boundary markers, notify the Department of Agriculture and Environment, the Provincial Police, and the Department of Construction of the time and number of vehicles and equipment used to exploit and transport minerals.
According to the Department of Agriculture and Environment, since the beginning of the year, the province has issued 15 mineral exploitation licenses to enterprises. Thus, the province currently has 40 mineral mines with valid mining licenses with a total reserve of 5 million m3. Timely issuance of licenses aims to ensure the supply of materials, avoid the shortage of land for filling, thereby contributing to speeding up the construction progress of construction projects and promoting the disbursement of public investment capital.
Up to now, mining enterprises in the province have met 65% of the demand for earth filling and gravel materials for construction projects. It is expected that by the end of November this year, the Department of Agriculture and Environment will continue to advise the Provincial People's Committee to issue 2 more licenses for earth filling and leveling, gradually ensuring the supply of construction materials.
