Promulgating regulations on coordination of appraisal of investment projects in production and business outside industrial parks and economic zones.

Dong Nai Provincial People's Committee recently issued Decision No. 44/2025/QD-UBND on promulgating regulations on coordination in appraising requests for approval and adjustment of investment policies; granting and adjusting investment registration certificates for investment projects in production and business outside industrial parks and economic zones in Dong Nai province.

This Regulation applies to state administrative management agencies in Dong Nai province related to the coordination in appraising dossiers requesting approval and adjustment of investment policies; dossiers requesting issuance and adjustment of investment registration certificates for investment projects in production and business outside industrial parks and economic zones in Dong Nai province.

In principle, the Department of Finance is the focal agency for appraising dossiers for approval and adjustment of investment policies, dossiers for granting and adjusting project investment registration certificates, and presiding over the organization of collecting comments from relevant coordinating agencies depending on each specific investment project.

The agencies coordinating the appraisal are responsible for ensuring the following principles: Complying with the provisions of law; defining the responsibilities of each state administrative agency in coordinating appraisal in accordance with the functions, tasks and powers of each agency as prescribed in Clause 3, Article 6 of Decree 31/2021/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Investment Law; ensuring concentration and unity; ensuring timeliness, objectivity and effectiveness in coordination work; ensuring information in coordination activities.

The contents of the agencies' opinions must clearly show agreement or disagreement within the scope of specialized laws related to the content of the investor's investment project proposal. In case of disagreement, the specific reasons must be clearly stated.

In case of disagreement due to only partial compliance with the planning, please provide comments clearly stating the project area that is in compliance with the planning and specify it on the diagram (drawing) requesting approval of the investment policy.

The form of coordination in investment project appraisal is carried out by collecting written opinions. If necessary, the Department of Finance will organize a meeting or propose the Provincial People's Committee to organize a meeting to collect appraisal opinions from coordinating agencies and sign the minutes directly at the meeting.
