Complete site clearance for An Duong Industrial Park in December 2025

Comrade Le Trung Kien, Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee, Head of the Hai Phong Economic Zone Management Board delivered a concluding speech at the meeting.

On the morning of November 10, comrade Le Trung Kien, member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee, Head of the Hai Phong Economic Zone Management Board inspected the site clearance work for the An Duong Industrial Park Project. Accompanying him were leaders of a number of city departments, branches, and An Phong ward.

After checking and listening to the reports of the People's Committee of An Phong ward, departments and branches, Vice Chairman of the City People's Committee Le Trung Kien emphasized the need to focus all efforts to complete the site clearance of An Duong industrial park in December 2025.

Sharing with An Phong ward some difficulties in site clearance work, the Vice Chairman of the City People's Committee requested relevant sectors and localities to focus on removing and resolving difficulties and obstacles; strictly implementing the direction of Chairman of the City People's Committee Le Ngoc Chau at the meeting with leaders of Guangdong province (China) at the end of October on the contents related to site clearance for An Duong industrial park.

Vice Chairman of the City People's Committee Le Trung Kien directed the City People's Committee Office, relevant sectors, An Phong Ward and localities to review all project site clearance documents. Any content that is in accordance with current legal regulations will continue to be implemented; any content that is not in accordance will need to be adjusted.

Accordingly, the People's Committee of An Phong Ward has developed a new plan for site clearance. This week, the Department of Agriculture and Environment will preside over meetings with An Phong and An Duong Wards to review documents and provide guidance on how to handle difficulties and problems.

An Phong Ward mobilized the participation of the entire political system, increased understanding of the situation, had positive and effective solutions to mobilize people; organized dialogues to clarify related issues, applied maximum policy mechanisms for households, if there was no consensus, more drastic measures needed to be used.

The ward Party Committee can study and issue a resolution on site clearance for this project; the ward police force has a firm grasp of the situation and participates in the site clearance process through professional measures. In addition, An Phong ward needs to carefully review the resettlement needs, propose locations, quantities, criteria, standards, etc., and report to the City People's Committee for decision.

Tham Viet Investment Joint Stock Company (investor of An Duong Industrial Park) urgently receives and immediately organizes construction of the areas that have been handed over; completes construction of the remaining road sections in the industrial park, no later than January 2026.

Regarding the feedback from businesses in An Duong Industrial Park regarding labor shortage, comrade Le Trung Kien assigned the Hai Phong Economic Zone Management Board to synthesize and coordinate with the Department of Home Affairs to organize a conference on labor for An Duong Industrial Park. Note that it is necessary to widely inform about preferential policies to attract workers, vocational training, social housing of the city... to create attractiveness for workers. Businesses also need to publicize recruitment requirements, salary policies, and treatment mechanisms for workers.

The An Duong Industrial Park Construction Investment Project has a total planned area of 196 hectares in 3 communes: Hong Phong, Bac Son, An Hoa (old), now An Phong ward.

The project has been implementing land acquisition and site clearance since 2009, 192.7 hectares of land has been handed over to the investor, the remaining 3.44 hectares. Up to now, 3/57 households have received compensation and support; 54 households have not agreed and have made recommendations on compensation policies, land prices, and architectural unit prices.

Currently, An Phong ward is facing difficulties because it has not yet received complete documents related to compensation and site clearance, especially the approval of cases eligible for resettlement land allocation and land allocation with land use fee collection.

An Phong Ward has established two working groups for propaganda and mobilization; identifying this as one of the key tasks in 2025. Chairman of An Phong Ward People's Committee Lam Van Dat said that he will continue to proactively carry out tasks related to site clearance, properly implementing the direction of the City People's Committee leaders.

The ward proposed to establish a working group of the city and a working group of the city police on security and order, to inspect, supervise, direct and guide An Phong ward to review the plans, compensation and resettlement support for project implementation. Along with that, allow the People's Committee of An Phong ward to establish a compensation and resettlement support plan for project implementation under the supervision, direction and guidance of the working group, ensuring the rights of households and individuals.
