Chairman of the Provincial People's Committee Vuong Quoc Tuan: Focus on site clearance for key traffic projects

BAC NINH - On November 10, comrade Vuong Quoc Tuan, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Bac Ninh province, together with leaders of departments, branches and localities inspected the progress of the implementation of provincial road projects 287, 295C, 285B.

The investment project to build provincial road 287 from Yen Phong commune to Dong Nguyen ward, invested by Bac Ninh Province's Traffic and Agricultural Project Management Board No. 2, has a total route length of more than 6.4km; the roadbed cross-section is more than 12m wide.

Comrade Vuong Quoc Tuan inspected the current status of provincial road 287 through Yen Phong commune.

Up to now, the project is still facing difficulties in site clearance and high prices of raw materials.

In particular, in Yen Phong commune, from Km0+00 to Km1+70 through Tien Tra village, there are 2 households renting land from the commune to build farms that have not been cleared; through Phu Luu village, there are 2 areas with confused areas and order of land plots, so the compensation plan must be adjusted...

Comrade Vuong Quoc Tuan inspected the progress of provincial road 285B project.

Based on the actual inspection of the construction progress and current status of the project site, the Chairman of the Provincial People's Committee emphasized that the Provincial Road 287 project is very behind schedule due to the lack of close coordination between the investor and the locality in site clearance work.

The comrade assigned Yen Phong commune to urgently study and immediately develop a plan to resolve the remaining problems, and hand over the site to the investor and construction unit by November 25, 2025 at the latest. This is a key requirement and task and the basis for evaluating the locality's performance at the end of the year.

Regarding the difficulty in raw material prices, especially land prices, the Chairman of the Provincial People's Committee directed the Departments of Finance, Construction, Agriculture and Environment to review and unify the re-determination of standard prices in the project area; if necessary, re-announce material prices to ensure convenience for both investors and construction units.

The Chairman of the Provincial People's Committee mobilized households in Xuan Vien area to hand over residential land to implement the provincial road 295C project.

The project to invest in the construction of provincial roads 295C and 285B connecting Kinh Bac ward through industrial parks with the new National Highway 3; provincial road 277B connecting with Ha Bac 2 bridge, Ring Road 4 is invested by the Bac Ninh Province Civil and Urban Development Project Management Board No. 2. The project has a total investment of nearly 1,500 billion VND, the total length of the routes is about 18.4km. To date, the consulting packages and 2/5 construction packages of the project have been basically completed. The total public investment capital allocated for the project in 2025 is more than 408 billion VND, disbursed by October 30, 2025 is more than 195 billion VND, reaching 47.7%.

The project is facing difficulties in site clearance in Kinh Bac ward and two communes Tam Giang and Yen Phong. Of which, in Tam Giang commune, there are 12 households that have not received money due to the difference in area between the actual area and the land records. In Kinh Bac ward, the agricultural land has completed the first phase of site clearance; in the second phase, 28 households have not received compensation due to the request for approval of support for stabilizing their lives. In addition, there are still problems with residential land that needs to be resettled by households in Xuan Vien area...

Through actual inspection, for the provincial road 295C project, Chairman of the Provincial People's Committee Vuong Quoc Tuan requested the investor and contractor to focus human resources and means to speed up the construction progress in areas where the site has been arranged; at the same time, actively coordinate with Kinh Bac ward to promote propaganda and mobilize households in the resettlement area to move their assets early to hand over the site to the construction unit to meet the project progress.

He requested the Kinh Bac Land Fund Development Center Branch to urge contractors to increase machinery and equipment to speed up the construction of Xuan Vien resettlement area, especially the traffic system and electricity and water infrastructure so that people can build houses and stabilize their lives.

Construction of provincial road 285B project through Tam Giang commune.

Regarding the provincial road 285B project, comrade Vuong Quoc Tuan requested the investor to direct the contractor to increase construction, organize acceptance and finalize the completed volume to increase the disbursement rate of public investment capital; coordinate with Yen Phong and Tam Giang communes to focus on site clearance to clear the construction route.

Specifically, regarding the problems related to the area adjustment and the petition of 5 households in Tam Giang commune at the 3.3km section, the units must completely resolve them by November 2025; the spirit is to receive the opinions of the people to supplement the site clearance plan.

Regarding the problem at the 1.2km section related to the petition of the households, the Chairman of the Provincial People's Committee requested the relevant units to supplement the drainage canal to serve the agricultural land area under cultivation; for the area where people arbitrarily changed the purpose of use, the local government and investors should strengthen propaganda and affirm that in the site clearance plan, they will apply the maximum support level according to the State's regulations.

The investor and the Yen Phong commune government actively announced and cleared the land to build a resettlement area for 62 households within the road intersection; when the policy has been fully applied but there are still cases of intentional non-handover of the land, enforcement will be organized to ensure the progress of the resettlement area construction.
