Sharing experiences of Association work and farmers' movement in 15 northern provinces and cities

BAC NINH - On November 10, at the Bac Ninh Provincial Convention Center, the Central Committee of the Vietnam Farmers' Union held a conference and workshop to share experiences in the Association's activities and the farmers' movement in 15 northern provinces and cities after the merger and consolidation; and at the same time, contributed opinions to the draft documents to be submitted to the 14th National Congress of the Party.

Attending the conference were comrades: Luong Quoc Doan, member of the Party Central Committee, President of the Central Committee of the Vietnam Farmers' Union ; Nguyen Thi Huong, Standing Deputy Secretary of the Provincial Party Committee; Le Xuan Loi, member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Nguyen Xuan Dinh, Vice Chairman of the Central Committee of the Vietnam Farmers' Union; leaders of relevant departments, branches and sectors of the province; representatives of Farmers' Unions of 15 northern provinces and cities; Farmers' Unions of communes and wards in Bac Ninh province.

In his opening speech, comrade Luong Quoc Doan emphasized that the conference took place in the context of the entire Party, people and army actively looking towards the 14th National Party Congress - a major political event, orienting the country's development in the 2026-2030 period, with a vision to 2045.

He pointed out that the process of arranging administrative units, organizing local government apparatus according to the 2-level model, along with the arrangement of the Fatherland Front apparatus, socio-political organizations have had and are having a profound impact on the organization and operation methods of the Farmers' Association at all levels. Adapting and innovating the content and working methods of the Association in the new conditions is an urgent requirement to continue affirming the central and core role of the Association in the farmers' movement and new rural construction.

The conference is an important occasion to share practical experiences, good models, and creative ways of implementing the Association's work and the farmers' movement after the merger and consolidation. At the same time, assess the impact, advantages and difficulties when implementing the 2-level local government model on the Association organization, thereby proposing solutions, recommendations and contributing opinions to the draft documents submitted to the 14th National Party Congress, especially the contents related to agriculture , farmers and rural areas.

In her welcome speech, comrade Nguyen Thi Huong briefly informed about the implementation of political tasks of Bac Ninh province in the first 10 months of 2025 and the activities of the Farmers' Association system at all levels of Bac Ninh province after the merger and consolidation, including the advantages, difficulties and problems that need the attention and guidance of the Central Government.

Comrade Nguyen Thi Huong expressed her belief that the conference will help delegates share experiences and propose solutions to promote the role of Farmers' Associations at all levels in the new period, making practical contributions to agricultural and rural development and building an increasingly strong Association.

At the same time, many profound and practical opinions were contributed to the draft documents of the 14th National Party Congress, contributing to perfecting the Party and State's policies and guidelines on agricultural, farmer and rural development in the context of the country promoting industrialization, modernization and comprehensive digital transformation.

During the working day, the conference received many comments and discussions, focusing on evaluating the results achieved, the advantages, difficulties and obstacles in the process of implementing the Association's work and the farmers' movement at the provincial and communal levels after implementing the 2-level local government model. Especially the difficulties in the mechanism, coordination of activities, quality of the staff of the Farmers' Association at the grassroots level; the problem of lack of facilities and operating funds, especially in remote areas.

Comrade Nguyen Hoang Trung, Vice Chairman of the Provincial Fatherland Front Committee, Chairman of the Farmers' Association of Bac Ninh province delivered a speech at the conference.

Delegates recommended and proposed that the Central Committee of the Vietnam Farmers' Union advise and coordinate with the Vietnam Fatherland Front Committee and relevant agencies to issue a unified mechanism and guidance on staffing and job positions for provincial and communal level Farmers' Union organizations.

Increase decentralization and give proactive authority to Farmers' Associations at all levels; build appropriate farmer gathering models in the new context; strengthen coordination between Farmers' Associations and grassroots authorities; focus on training, fostering, and improving the quality of Farmers' Association staff at all levels after mergers and consolidations.

Concluding the conference, comrade Luong Quoc Doan highly appreciated the enthusiastic and responsible opinions of the delegates and affirmed that the conference was not only an opportunity to exchange and share experiences but also a forum for the wisdom and enthusiasm of the Association's officials and local leaders in the process of continuing to innovate and improve the quality of activities of the Vietnam Farmers' Union in the coming time.

Based on the opinions of localities, the Central Committee of the Vietnam Farmers' Union will synthesize and report to the Central Committee of the Vietnam Fatherland Front and relevant agencies for consideration and resolution in the coming time, in order to support and create conditions for the Farmers' Union system at all levels to operate more stably and effectively.

On the same day, delegates discussed and contributed comments to draft documents to be submitted to the 14th National Congress of the Party.

Previously (November 9), delegates visited some typical economic models in Bac Ninh province.
