According to the report of the Department of Finance, the total capital of the whole province assigned by the Prime Minister in 2025 for the transport sector is more than 5,064 billion VND, accounting for 31.48% of the capital plan. Of which, key transport projects alone (including compensation component projects) account for 82.5% of the capital plan for the transport sector (more than 4,180 billion VND). Up to now, the disbursement rate of capital for transport projects has only reached 37.8% (nearly 1,582 billion VND/4,180 billion VND), an increase of more than 312 billion VND compared to September. Some projects have very slow disbursement progress such as: Traffic road from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong province and Ninh Thuan province with a disbursement rate of only 3.55%; Coastal road project from Van Luong commune, Van Ninh district to Ninh Hoa town only reached 47.84%; The Project to Upgrade and Expand Provincial Road 1A - DT652B (National Highway 1 to Ninh Diem Roundabout) reached 12.07%; the Project to Upgrade and Expand Routes DT.6523 and DT.652D (section from DT.652 to National Highway 26B) only reached 13.08%... Although the Provincial People's Committee has issued many directive documents to speed up the disbursement progress and the efforts of the units, the results of disbursement of investment capital for projects are still low. The main reason is related to the slow site clearance work.

Concluding the meeting, comrade Le Huyen said that the province's public investment disbursement rate is lower than the national average, in which the disbursement of public investment capital for transport projects is lower than the provincial average. Transport works mainly have central capital, if not done, resources cannot be mobilized, and socio -economic development cannot be motivated. Currently, the province has identified site clearance as a bottleneck for projects. Therefore, investors must proactively coordinate closely with departments, branches and localities to determine responsibilities and specific tasks to remove difficulties and obstacles, speed up project progress. The Department of Agriculture and Environment and the Provincial Land Fund Development Center urgently select competent units to carry out combined measurement, mapping and inventory in sync with the establishment of records, publicly post them for people to know, if difficulties and obstacles arise beyond the authority to resolve, they must be promptly reported to the province to find solutions. Investors should review the capacity of contractors, urge construction units to concentrate human resources, equipment and machinery, and ensure the principle of site clearance before construction. Localities need to focus on propaganda and mobilizing people to hand over the site so that projects can be implemented on schedule.
Next week, the provincial working group will work with localities related to the traffic route from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong and Ninh Thuan provinces to remove obstacles and speed up the project's capital disbursement progress.
