According to the Regulations, the implementation of office culture aims to build a civilized, modern, and professional working environment, associated with the requirements of administrative reform and building a team of disciplined, responsible, dedicated, and professional cadres, civil servants, and public employees.

The Regulations apply to state administrative agencies, public service units and cadres, civil servants, public employees and workers in the province. The implementation principles ensure compliance with legal provisions, associated with administrative reform, modernization of the administrative system, in accordance with national cultural identity, local socio -economic conditions, while meeting the requirements of international integration and building a team of professional and modern civil servants and public employees.
Cadres, civil servants and public employees must strictly implement regulations on public ethics, regularly cultivate and practice their qualities and professional capacity; build the image of a "5-self" cadre: Self-control, self-confidence, self-reliance, self-strengthening and pride in their homeland Bac Ninh - Kinh Bac.
In performing public duties, one must be dedicated, exemplary, responsible, strictly adhere to working hours, avoid working carelessly and shirking tasks; innovate thinking, work style scientifically , effectively, closely follow the grassroots, be close to the people, respect the people, protect the legitimate rights and interests of the people.
Leaders of agencies and units must be fair, objective, dare to think, dare to do, dare to take responsibility for the common good. In public communication, cadres, civil servants and public employees must be exemplary, respectful of superiors, united with colleagues, devoted to the people, not arrogant, bureaucratic, not flattering, not taking advantage of their positions for personal purposes. When performing public duties, they must maintain a proper and polite attitude, listen, explain clearly, and give enthusiastic guidance to create trust and satisfaction of the people and businesses.
Regarding clothing, cadres, civil servants and public employees must dress neatly, politely and appropriately for their work. Civil servants working at the Provincial and Commune Public Administration Service Centers must wear uniforms according to regulations; men wear white shirts and dark colored dress pants; women wear white shirts, office pants or skirts, and dark colored suits; and must wear civil servant badges during office hours and when performing duties.
Agencies and units must hang the National Emblem, National Flag, and agency nameplates according to regulations; arrange internal regulations and office layouts in visible places, ensuring scientific, neatness, and convenience for citizens to contact for work. Offices must have clear nameplates and titles, arranged neatly, tidily, and reasonably, demonstrating professionalism and modernity.
As assigned, the Department of Home Affairs is the presiding agency, responsible for monitoring, inspecting, synthesizing, and reporting to the Provincial People's Committee on implementation results; coordinating and advising on handling collectives and individuals violating regulations on office culture.
The Department of Culture, Sports and Tourism advises on including the implementation of the Regulation in the assessment criteria for "Cultural standard agencies and units", and at the same time presides over and coordinates the dissemination and popularization of the Regulation to cadres, civil servants, public employees and the people.
Heads of agencies, units and localities are responsible for organizing, inspecting and urging implementation, and may issue specific internal regulations suitable to the functions and tasks of the unit.
During the implementation process, if there are any difficulties or problems, the units should report to the Provincial People's Committee (through the Department of Home Affairs) for synthesis, reporting, consideration and resolution.
