This is a positive result after many efforts to remove obstacles by the Government , ministries, branches and a series of open policies that the province has issued and applied in recent times.
A series of policies "paving the way" for recovery
In the period of 2021-2024, the real estate market in Dong Nai as well as many localities across the country almost "froze" due to the impact of the Covid-19 epidemic, economic difficulties, leading to a decrease in investment demand as well as capital sources for the market; many projects have arisen with legal problems after inspections, checks, and audits. This has led to a series of consequences: economic growth slows down, cash flow through financial institutions is blocked, many workers lose their jobs, social security is affected, projects according to the socio-economic development plan are "shelved".
Faced with this reality, the Politburo , the National Assembly, the Government and ministries and branches have made many policies to resolve the problem. Notably, the draft Law on Land, the Law on Housing, and the Law on Real Estate Business have just been passed. At the same time, resolutions on piloting commercial housing projects, a pilot resolution on some specific mechanisms for developing social housing, a project on 1 million social housing units in the 2021-2030 period for low-income people, etc. were issued.
In the period of 2021-2030, Dong Nai province was assigned the target of developing more than 66,700 social housing units. However, by the end of 2024, only about 2,000 units will be completed, a number that is quite modest compared to the assigned target and actual demand. By 2025, dozens of projects have been started, opening up new prospects for the housing security program. Currently, the Provincial Party Committee has assigned the Provincial People's Committee to direct the Party Committee to strive to start about 18 more social housing projects by the end of the first quarter of 2026 to create supply, contributing to stabilizing the real estate market.

In Dong Nai, the Provincial Party Committee, People's Council and People's Committee have concretized the above laws and policies with a series of policies and measures. Accordingly, the province has reviewed planning to make adjustments and remove legal obstacles for projects; promoted administrative procedure reform to shorten time and processes; directed localities to speed up compensation and site clearance; coordinated with Central working groups to remove difficulties and obstacles for typical real estate projects. Along with that, the province quickly applied new regulations to a number of projects to create conditions for early commencement and restart.
According to Mr. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, in 2022, in Dong Nai province (old), there were more than 180 real estate projects facing difficulties in many stages such as: legal, site clearance, investment procedures. After a series of new policies were issued, along with the efforts of the Central and local governments, many projects have had positive changes, some projects have been re-implemented and completed. This result not only contributes to clearing land resources, economic recovery but also creates more housing supply for the market.
Towards a safe and healthy market
Recently, many real estate projects have been started, restarted, re-constructed and traded in the province. This not only attracts great attention from the people, but also creates a spillover effect, contributing to bringing investment capital back to the market.

According to Novaland Group, the Dong Nai real estate market is "warming up" again thanks to the resonance of many factors. That is the Long Thanh International Airport Project, which will be basically completed by the end of 2025, at the same time as the Bien Hoa - Vung Tau Expressway and some sections of Ring Road 3 will be opened to traffic.
Ho Chi Minh City, Huong Lo 2 put into use. In particular, after the meeting between the leaders of Ho Chi Minh City and Dong Nai province, the parties agreed to deploy investment in 8 connecting road and bridge projects and the positive effects from new policies taking effect, as well as the local efforts in removing legal obstacles for real estate projects.
“The real estate market is in a period of positive adjustment. Projects being launched and relaunched not only show signs of “thaw” but also reflect investors’ confidence in the development orientation and potential of the locality,” said a representative of Novaland Group.
In the recovery picture of Dong Nai real estate market, the social housing segment is considered a bright spot. Among more than 10 projects that have started construction and launched in the third quarter of 2025, Kim Oanh Group has 4 projects with a scale of more than 7,500 apartments in the communes: Nhon Trach, Trang Bom and Ho Nai ward.
Ms. Dang Thi Kim Oanh, Chairwoman of the Board of Directors and General Director of Kim Oanh Group, said: Dong Nai and Ho Chi Minh City are the two markets where the group focuses on implementing projects. The four new projects launched in Dong Nai in the past two months are proof. According to Ms. Kim Oanh, the projects, when completed, will contribute to increasing supply, solving the "thirst" for housing in the market, and at the same time demonstrating the social responsibility of the enterprise.
According to the assessment of the Director of the Department of Construction Nguyen Anh Tuan, the real estate market in the province is showing many positive signs. Many projects have announced to receive applications, meeting the conditions for selling future houses. The Department of Construction, with its assigned responsibilities, has advised the Provincial People's Committee to adjust the Housing Development Program of Dong Nai province for the period 2021-2030; promulgate simplified procedures for housing projects, apply specific and pilot policies; advise on the implementation of housing projects for officials, civil servants and public employees after the province's merger...
To maintain the recovery momentum, towards a safe and healthy development of the real estate market, the province is continuing to review and make transparent planning and project information for people and businesses to easily access; speed up the completion of urban infrastructure and regional connectivity, especially strategic and connecting traffic projects; direct the strengthening of control and prevention of speculation, ensuring stable market development, serving the goals of social security and sustainable development.
