
On the afternoon of November 3, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee Ho Van Muoi chaired a working session with the Da Lat Area Construction Investment Management Board on flood prevention projects in the center of Da Lat (Lam Dong).
According to the report of the Da Lat Area Project Management Board, recently, the center of Da Lat has frequently experienced localized flooding at many important points such as Me Linh Lake (Cam Ly stream, Me Linh - Lu Gia lake section), Lang Lake No. 1, Lang Lake No. 3, Da Lat Flower Garden, Phan Dinh Phung stream, To Ngoc Van stream...

These flooded areas not only cause traffic jams and affect people's lives, but also damage the image of Da Lat as a tourist city, as many areas are deeply flooded for hours after heavy rain, posing potential risks of insecurity and environmental pollution.
Regarding the cause of flooding, Director of the Da Lat Area Project Management Board - Mai Cao Ky said that it was due to the process of urban concreting, reducing the natural water permeability, rapidly increasing surface runoff and local flood peaks. Greenhouse effect, changes in land use status, and reduced forest cover ratio led to the above situation. In addition, the project management process of localities is not really strict.

Faced with the above reality, the Project Management Board proposed that the Provincial People's Committee prioritize funding for dredging Lake Lang No. 1 and Lake Lang No. 3; at the same time, build a traffic route along Cam Ly stream, combined with reinforcing and expanding the section from Me Linh Lake to Lu Gia Street to increase drainage capacity.
The unit also proposed to add a drainage line from Lake No. 4 (Da Lat Flower Garden) to Xuan Huong Lake into the planning.

Regarding the frequent flooding, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep affirmed that the current flood drainage capacity is much more limited than before. "In the immediate future, localities will mobilize forces to clean up and dredge regularly, limiting the impact on the urban landscape. Units will focus on renovating and upgrading to clear the flow, avoiding flooding. In the long term, careful calculations are needed to have an effective treatment plan," Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep emphasized.

Vice Chairman of Lam Dong Provincial People's Committee Nguyen Ngoc Phuc said that the projects to be handled must meet two requirements: both preventing flooding and harmonizing the landscape for Da Lat. "First, the Project Management Board will coordinate with the consulting unit to prioritize the treatment and cleaning of settling ponds. Locations that are not used effectively by private individuals must be reclaimed and handed over to the local authorities for management and upgrading," Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc suggested.

At the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that Da Lat is not only the political , economic and cultural center of the province, but also an important destination for many domestic and foreign tourists.
Currently, Lam Dong has enough human and material resources to make Da Lat more beautiful through investing in the construction of flood prevention projects in the area . This is something that the province has determined to do and cannot not do. However, it is not possible to complete all the tasks at the same time. With that spirit, right now, the province will do the easy problems first, the difficult ones later.
In the immediate future, units need to focus on dredging and clearing the flow of lakes, canals, rivers and streams, minimizing flooding during the current rainy season and in 2026. The Project Management Board will divide the bid packages into smaller packages to speed up progress, closely coordinate with the Department of Finance and the Department of Construction in allocating funds and implementation procedures.

The Chairman of the Provincial People's Committee also requested the Project Management Board to select a consulting unit that prioritizes local personnel - those who understand the climate and soil characteristics of Da Lat - to propose suitable, effective and sustainable solutions.
